The Landfill Manager oversees the efficient and cost-effective operation of the landfill, ensuring compliance with all environmental laws, regulations, and standards in Antigua and Barbuda.

PRINCIPAL RESPONSIBILITIES

  • Monitor landfill operations and prepare environmental compliance reports for NSWMA.
  • Oversee payment and billing procedures.
  • Assign, schedule, and supervise subordinates.
  •  Manage the landfill budget, approve purchases and payments related to landfill operations.
  • Prioritize and schedule maintenance of landfill facilities and equipment.
  • Design and supervise infrastructure additions and improvements.
  • Prepare and administer contracts for site contractors and consultants.
  • Review and approve designs and monitoring reports prepared by consultants.
  • Supervise surveying activities for site maintenance, environmental, or geotechnical monitoring.
  • Prepare reports and summaries for the General Manager and Board of Directors.
  • Support the General Manager with assigned tasks.
  • Review and update operational and environmental plans.
  • Collect samples and perform testing of water, soil, and landfill gas as needed.

OTHER DUTIES AND RESPONSIBILITIES

  • Prepare the annual landfill budget based on cost projections and new projects.
  • Propose and oversee capital improvement projects.
  • Prepare Requests for Proposals, specifications, contract documents, and change orders for capital improvements.
  • Enforce safety rules and protocols.
  • Interview, select, and ensure training and development for staff and vendors.
  • Perform annual performance evaluations and provide feedback to team members.
  • Schedule responsibilities for staff and vendors related to project work.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS & CRITICAL SKILLS

  • Bachelor’s degree in Environmental Engineering and Science or a related field; Master’s degree preferred.
  • Certified Landfill Manager or ability to obtain certification within one year.
  • Minimum of ten years of experience in a leadership role in a related field.
  • Experience in waste disposal and/or Waste-to-Energy field is highly desirable.
  • Basic surveying experience with Total Station instruments and ability to train staff.
  • Ability to prepare topographic survey drawings and calculate waste and earthwork volumes using CAD software.
  • Knowledge and experience with landfill fires, erosion control practices, and devices.
  • Strong analytical skills, ability to multi-task, self-starter, and highly organized.
  • Proven leadership, motivation, communication, and team player skills.
  • Proficiency in Microsoft Office Suite.
  • Excellent verbal and written communication skills.
