To conduct audits and inspections for ongoing jobs and projects. To provide support to the QHSES Department by ensuring adherence to the QHSES management system and HSSE policies and procedures, and compliance with Laws and Industry Standards at both TOSL’s & Clients’ sites.

Key Responsibilities:

  • Inspect scaffold material, equipment and/or structures to identify all non-conformance to Laws, Industry Standards, the Company’s and Client’s policies and procedures.
  • Enforce and monitor all HSSE requirements at all TOSL’s work areas ensuring compliance to the company’s QHSES-MS in accordance with ISO standards, STOW, the OSH Act 2004, EM Act 2000, and any other legislation.
  • Conduct HSSE inspections and audits on job sites.
  • Document all inspections, evaluations and audit results using established formats such as inspection form, audit form and scaffolding checklist form.
  • Monitor and review information from QHSES inspection and audit reports to detect or assess problems and suggest corrective actions.
  • Facilitate /coordinate all HSSE training and awareness sessions for project personnel (included sub-contractors).
  • Coordinate and execute external HSSE-related activities such as audits, inspections, meetings, and training programs for site personnel.
  •  Assist in preparation and roll out Job Safety Analysis (JSA), risk assessments and ensure that all controls are implemented.
  • Assist in preparing HSSE plans as required by the Client.
  • Generate reports of activities to HSSE Advisor as required for ongoing jobs.
  • Immediately notify site supervision about any non-conformances that requires immediate corrective actions, there after capturing the non-conformance in the relevant report to the HSSE Advisor.
  • Discuss non-conformances with site supervision and crew, if applicable, in a rational, calm manner to ensure agreement on observations and immediate and future actions to avoid a recurrence.
  • Work within a defined role, be self-directed with limited supervision.
  • Promote TOSL’s Behavioural Based Safety program to enhance the Safety Culture on Projects - Make observations regarding HSE, productivity and general work practices on a site.
  • Lead all incident reporting and investigation involving scaffolding incidents (accidents and near misses).
  • Prepare and deliver presentations on non-conformances and applicable corrective actions.
  • Trend deficiencies to identify training needs and procedure amendments.
  • Assist with the review and update of scaffold related procedures.
  • Communicate all lessons learnt to work crews at all sites.
  • Assist with random drug & alcohol testing of employees in absence of Safety Officer(s).
  • Administer first aid assistance to employees if required.
  • Perform any other duties as directed/ assigned.

 

Qualifications:

  • Scaffold Certificate from STI or CITB.
  • Valid Inspection Scaffold Certificate from CITB or STI.
  • NEBOSH Certificate in Occupational Health and Safety.

 

 

Experience:

  • A minimum of three (3) years’ experience as a scaffolder inspector.
  • A minimum of five (5) years’ experience performing HSSE-related duties.
  • Experience in the use of the following systems/techniques:
    • Fire prevention and protection.
    • Confined space entry.
    • Live plant Permit to Work Systems.
