Seeking a Project Planning and Development Analyst to support the AVP – PPP & Project Financing in technical research, data analysis, and planning for sustainable water and wastewater infrastructure projects.

Project Planning and Development Analyst 

 

Reporting to the Assistant Vice President- Pubic Private Partnership & Project Financing, the Project Planning and Development Analyst is responsible for conducting technical research and data analysis, to support the planning, development, expansion, and optimization of water supply and wastewater systems.

The incumbent will also assist in preparing updating and maintaining parish development plans, developing preliminary plans for new and upgraded water supply and wastewater systems infrastructure; and monitoring system performance to ensure efficiency, compliance, and long-term sustainability.

 

Key Responsibilities Include:

  • Continuously researching and monitoring island-wide, water supply and wastewater service levels, identifying deficiencies and assisting with developing medium- and long-term improvement and development plans for water and wastewater systems.
  • Reviewing and providing input into development and planning orders from the national agencies as they relate to water and wastewater systems.
  • Conducting demand and supply analyses to determine the impact of new developments on existing infrastructure and making recommendations accordingly.
  • Preparing conceptual and preliminary plans for small water supply and sewerage systems and assisting / providing support in the preparation of preliminary engineering designs for improving and expanding major water supply and sewerage across the island.
  • Collecting and analyzing system performance, water usage, and wastewater flow data to identify trends for demands management and tariff planning.
  • Supporting the monitoring and evaluation of conservation initiatives through equipment monitoring, data collection and analysis to determine the extent of water conservation success or failure.
  • Supporting the preparation of hydraulic analyses, models and simulations for water and wastewater system using applicable analytical tools.
  •  Supporting cost allocation studies, tariff development, conservation programs, and demand forecasting.

 

Required Qualifications & Experience:

  •  Bachelor’s Degree in Planning or Engineering, ideally Civil Engineering or equivalent;
    •  Training in water and sewerage operations;
    • Training in operations research and statistical methods;
    •  A minimum of four (4) years’ experience working in the water sector, including at least three (3) years in system operations;
    • Sound knowledge of the required techniques and the use of computer applications in water supply and sewerage operations.
    • Proficiency in computer applications for water supply and sewerage operations, including Geographic Information System (GIS).
    • Sound knowledge of development methods and planning tools as it relates to water supply and sewage systems.
    • Expert research, forecasting and data interpretation skills
