Job Summary

The Monitoring & Control Testing (M&CT) Manager is responsible for the independent execution of the Monitoring & Controls Testing Program. This involves verifying the design and operating effectiveness of key controls across the organization to ensure that risks are mitigated within the board’s risk appetite. This role focuses on “The Second Line of Defense” (2LoD), independently validating that the first line (Business Units) is managing its risks correctly.

Responsibilities

• Evaluate whether controls, as described, are appropriately designed to prevent or detect a specific risk.
• Perform sample-based testing (walkthroughs) to ensure the control is consistently applied over a period.
• Identify “Control Gaps” and “Control Failures.” 
• Perform in-depth reviews for critical / key processes within the organization.
• Partner with Business Units to develop robust action plans to remediate identified weaknesses.
• Tracking the status of remedial actions to ensure they are closed by the agreed deadlines.
• Complete “Control Testing Reports” and present at the Operational Risk Management Committee.
• Present findings to Department Heads, providing a balanced view of control strengths and weaknesses.
• Assist with any other duties as assigned by the Senior Manager, Operational Risk, to support the broader Risk Management mandate.

Key Performance Indicators

• Completion and execution of the risk-based Annual Monitoring and Control Testing Plan.
• Ensuring identified control failures have an active, tracked action plan.
• Follow on the remediation of identified control gaps.
• Reports completed and presented to key stakeholders.

Qualifications & Experience

Education

• Bachelor’s degree from an accredited financial institution in finance/ economics / enterprise risk management or equivalent.
• Professional certifications or progress towards e.g. ACCA, CRMA, ERM, CISA, CIA, CFE.

Experience

•  Minimum 5 years’ experience within the banking/financial services industry, ideally in Operational Risk, Quality Assurance, Internal / External Audit, Bank Operations, within a regulated industry (Banking & Insurance).

Technical Competencies

• Deep understanding of the difference between “Preventative” and “Detective” controls and “Automated” vs. “Manual” controls.
• Validation of end-to-end processes.
• Execution of “Deep Dive” thematic reviews.
• Ability to map controls back to the risk assessment framework to ensure testing validates the risks identified.
