Job Purpose
The incumbent will support the delivery of human resource services within training, employee relations, benefits administration, and performance management. The HR Officer contributes to the operational HR function by ensuring timely and effective execution of HR activities as per organizational policies and procedures to achieve the vision, mission and goals of NET.

Key Responsibility Areas:
Technical / Professional Responsibilities
- Assists with the performance management programme by:
- liaising with managers and supervisors to ensure submission of work plans and performance reports when due and ensure that reviews are done;
- providing guidance to managers, supervisors and staff on the administration of the performance management system;
- recording and following up on implementation
- Conducts sensitization sessions on the Performance Management & Appraisal System (PMAS) to increase awareness and knowledge.
- Monitors compliance and general adherence to the PMAS policy and recommends appropriate strategies to mitigate gaps.
- Monitors compliance with the conduct of Interim Evaluations and provides guidance where necessary.
- Develops and maintains the PMAS database.
- Facilitates the appeal process of PMAS.
- Liaises with the Manager, HR Management & Development in selection and eligibility for reward/recognition.
- Assists with the monitoring of Work Plans created to address performance gaps to safeguard alignment with Strategic and Operational Plans.
- Provides guidance and technical support to staff in the preparation of Individual Work Plans (IWPs)
- Provides support with the identification of training needs by observation and by reviewing performance appraisal reports
- Participates in the development of training materials.
- Provides advice and guidance to managers and staff on all training and development activities.
- Participates in the development of the Department’s Operational Plan and budget to ensure the department’s targets and objectives are reflected.
- Develops an informed training budget.
- Conducts/coordinates training sessions as required to meet the objectives of the organization.
- Designs and delivers training programmes within required, scope, quality and budget.
- Develops and implements skills inventory.
- Makes administrative arrangements for participation in local and overseas training courses, seminars and conferences as necessary.
- Establishes and maintains training database and training records for all employees.
- Co-ordinates on-the-job training where applicable.
- Co-ordinates the succession and development of staff
- Contributes to the smooth functioning and cohesion of the team.

- Facilitate orientation and onboarding of new employees
- Assists with leave administration and employee benefits processing accurately and timely
- Prepares, organizes, collates and scans staff updates for the Human Resource Information System, ensuring accuracy and timely submission in accordance with system requirements and organisational standards
- Coordinates employee engagement activities such as surveys, wellness programs, and staff events
- Supports special HR projects as assigned by management
Administrative Responsibilities
- Prepares Annual Work Plan so as to fulfil the PMAS requirements;
- Prepares human resource reports and statistics as required
- Maintains various human resource records and files including, employee files, leave records and performance management records.
- Assists with the planning of special events involving the National Education Trust.
- Establishes and maintains training database and training records for all employees
- Co-ordinates on-the-job training where applicable
- Conducts research on best practices for employee training and development
- Maintains library of Job Descriptions
- Co-ordinates the succession and development of staff
- Prepares reports and submits to Senior, Human Resource Officer
- Provides technical advice and guidance on best practices in field of specialization

- Performs other related functions assigned from time to time by the Senior Resource Officer or the Manager, Human Resources Management & Development

Minimum Required Education and Experience
- First degree in Human Resource Management, Business Administration or related field
- Formal training in employee relations would be an asset
- Two (2) years experience in Human Resource Management or related administrative roles

Salary Scale: JA$2,803,771.00 - JA$3,770,760.00
