Job Purpose    

The incumbent is accountable to Manager, Human Resource Management and Development to provide advanced human resource services in recruitment, performance management, employee relations, training and development, benefits administration, and policy implementation.  The incumbent also supports the HR Manager by coordinating HR operational functions, ensuring adherence to policies, and providing guidance to HR officers and staff to promote an effective, compliant, and motivated workforce at NET.

Key Responsibility Areas:

Technical / Professional Responsibilities

  • Coordinates staff recruitment and selection activities including the: preparation of notices and advertisements for vacant positions; shortlisting of candidates; scheduling and organizing of interviews; administration of tests; conduct of reference checks on possible candidates and contacting of successful/unsuccessful applicants.
  • Conducts orientation for new recruits
  • Advises Accounts of required payroll adjustments in accordance with strict monthly and weekly payroll deadlines
  • Assists with the performance management programme by:
    • liaising with managers and supervisors to ensure submission of work plans and performance reports when due and ensure that reviews are done;
    • providing guidance to managers, supervisors and staff on the administration of the performance management system;
    • recording and following up on implementation
    • Design and lead initiatives including research and diagnostics (e.g. annual employee engagement survey and exit interviews), to maximize the engagement of all employees and build organizational commitment to the desired culture
    • Advises employees of NET’s human resource policies and procedures as required
    • Advises employees on work matters, career development, disciplinary matters, etc. and provides or refers for counselling as required
    • Prepares standard reference letters for employees
    • Manages leave administration within NET
    • Updates the Human Resource Information System  on a timely basis
    • Process applications for vacation leave, maternity leave etc;
    • Submit applications for Sagicor Health Benefits for Staff Members
    • Interprets policies for and provides advice to supervisors and employees
    • Assists with the planning of special events involving the Human Resource.
    • Advise management and staff on HR policies, procedures, labor laws, and employee welfare.
    • Contributes to the smooth functioning and cohesion of the team.
    • Monitors and supports the implementation of the Performance Management Appraisal System (PMAS), including conducting sensitization and compliance.
    • Overseas the development and delivery of staff training programmes that align with organizational goals.
    • Provides prompt and professional response to staff enquiries, ensuring clarity and resolution.

 

Management/Administrative Responsibilities

  • Prepares Annual Work Plan so as to fulfil the PMAS requirements
  • Prepares human resource reports and statistics as required
  • Supports the development and review of job descriptions, succession planning, and competency frameworks
  • Assists with the planning of special events involving the National Education Trust.
  • Participates in employee engagement initiatives such as surveys, exit interviews, and retention strategies.
  • Provides technical advice and guidance on best practices in field of specialization

 

HR Responsibilities

  • Assists the Manager, Human Resources Management & Development with monitoring probationary periods, and issuing letters to department managers in respect of appointment of probationers
  • Prepares and issues contracts and letters of appointment; circulates copies to relevant line managers as required
  • Processes and prepares documentation to finalize employee promotions, transfers and separations
  • Assists with the planning of special events involving the Human Resource Unit.
  • Manage Performance Review of staff

 

Other

  • Performs other related functions assigned from time to time by the Manager, Human Resources Management & Development

  • Annual Work Plan prepared according to PMAS standards and required timeframe
  • Recruitment ‘time to fill’ is maintained within established timeframe;
  • Payroll information is submitted to Accounts in accordance with set deadlines
  • Confidentiality, dependability and tact are displayed in the conduct of job functions
  • Stipulated deadlines are consistently met
  • Sound advice/information is given on human resource policies and procedures and employee matters
  • Human resource policies and procedures are observed in the conduct of duties
  • Employee appointments, transfers, promotions and separations are implemented in a timely manner
  • Human resource records and files are maintained
  • The Human Resource Information System is accurate and current
  • Staff matters addressed in a timely manner
  • Reports prepared and submitted within established timeframe

  • Good knowledge of human resource management principles, procedures and practices
  • Good knowledge of job specification/description preparation
  • Working knowledge of relevant computer packages including human resource management information systems
  • Proven ability to manage multiple Human Resource functions and deliver results under pressure

Minimum Required Education and Experience

  • First degree in Human Resource Management, Business Administration, or related field
  • Three (3) years’ experience in Human Resource Management to including exposure to performance management, recruitment and employee relations
  • Experience in a supervisory or Senior Human Resource Officer role

Authority:

  • Access to confidential information required to perform duties

  • Editing Access to the Human Resource Information System
