HSE Engineer & HSE Manager

China Harbour Engineering Company is seeking a HSE Manager and HSE Engineer to join the Kingston Port Container Terminal Phase 1 Project.

Position Responsibilities:

The main duties of the position shall be included-HSE Manager

• Responsible for collecting Jamaican HSE laws and regulations, compiling the project HSE management system according to the requirements of laws and regulations and contract documents, completing the HSE plan and submitting it to the project consultant for approval. Update and improve it in a timely manner according to the actual situation of the project.
• Supervise and inspect the preparation and implementation of HSE rules and regulations of each subcontractor of the project.
• Responsible for cooperating with government departments in the HSE inspection of the project and responding to the inspection reports issued in a timely manner.
• Responsible for the project environmental impact assessment permit application.
• For relevant HSE documents issued by project Employer and consultants, urge relevant departments or subcontractors to implement rectification and respond according to the content.
• Responsible for daily communication with the security company and the police station in the project area, and daily management of the security of the project camp and site.
• Check the safety production status of the project, carry out HSE inspection on the construction site, promptly stop and correct the behaviors of illegal command forcing risky operations to violate the operating rules, and urge the implementation of the project's safety production rectification measures.
• Participate in relevant HSE meetings, organize the implementation of meeting resolutions within the scope of responsibilities.
• Strictly implement the accident reporting system, and participate in the investigation and handling of relevant HSE accidents as necessary.
• Complete the work temporarily arranged by the project department.

• Conscientiously implement the policies, laws, regulations and standards of Jamaica and the project Department related to HSE management, learn and master the relevant HSE technical specifications, participate in the preparation and supervision of the implementation of various HSE regulations and operating procedures, implement the relevant HSE work plan according to responsibilities.
• Prepare and file HSE management records within the scope of responsibilities, and summarize HSE work regularly.
• Responsible for organizing or participating in production safety education and training, truthfully recording the situation of production safety education and training.
• Urge subcontractors to organize pre-shift safety education and collect relevant materials as required.
• Check the safety production status of the project, carry out HSE inspection on the construction site, promptly stop and correct the behaviors of illegal command forcing risky operations to violate the operating rules, and urge the implementation of the project's safety production rectification measures.
• HSE supervision of typical construction hazardous operations shall be carried out, and safety signs and protective facilities shall be set up in key roads and other places of hazardous sites.
• Participate in relevant HSE meetings, organize the implementation of meeting resolutions within the scope of responsibilities.
• Strictly implement the accident reporting system, and participate in the investigation and handling of relevant HSE accidents as necessary.
• Complete the work temporarily arranged by the project department.
