CASI - UAS

The Trinidad and Tobago Civil Aviation Authority (TTCAA) is mandated to regulate and administer a safe civil aviation system whilst ensuring that Trinidad and Tobago properly discharges its obligations under international civil aviation agreements and treaties.  The TTCAA is seeking to recruit a suitably qualified person for the following position:

CIVIL AVIATION SAFETY INSPECTOR – UNMANNED AIRCRAFT SYSTEMS (UAS)

JOB SUMMARY:

The incumbent is required to provide safety oversight in the area of Unmanned Aircraft Systems (UAS) inclusive of registration, certification, surveillance and evaluation/approval of UAS operations. The incumbent is to assist in the development of standards and regulations, compliance, enforcement, and management of UAS in keeping with international and national civil aviation laws, regulations and standards.

 KEY DUTIES & RESPONSIBILITIES:

  • Conduct registration of UAS: Conduct registration of all UAS in accordance with the Trinidad & Tobago Civil Aviation Regulations (TTCARs) and International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). Maintain a database of all registered UAS.
  • Establish and maintain a system for the examination and licensing of UAS pilots: Develop an examination system inclusive of requirements for UAS licences. In collaboration with Personnel Licensing (PEL), administer UAS examinations and evaluate/approve applications for UAS licences. Once issued, maintain a database of all UAS pilots.
  • Establish and maintain a system for the certification of air operators of UAS: Develop a certification system for the evaluation and issuance of Air Operator Certificates (AOCs) for UAS operators. Ensure that surveillance is provided so as to maintain compliance with the requirements of the AOC.
  • Conduct assessments of UAS operating areas and restricted zones: Evaluate applications for UAS operations. Evaluate and amend, with the relevant stakeholders, the no-fly or restricted zones. Liaise with Air Traffic Services on special UAS operations.
  • Assist with investigations of incidents and/or accidents involving UAS: Provide assistance to the Head Quality and Accident Investigation in investigating incidents and/or accidents involving UAS.
  • Review and make recommendations on the regulation of UAS: Continually review advisory circulars, regulations, guidance and procedures to ensure that regulatory and guidance requirements are current.
  • Conduct inspections of UAS training organizations: Assess applications for Approved Training Organization (ATO) certification for UAS training. Ensure that certified ATOs continue to meet the requirements for the ATO certificate via routine surveillance.
  • Conduct inspections of UAS maintenance organizations: Liaise with the Airworthiness Inspectors (AWI) in the assessment of applications for Approved Maintenance Organization (AMO) certification for maintenance of UAS.
  • Liaise with other State agencies with respect to the operations of UAS: Coordinate with other State agencies for the operations of UAS within Trinidad and Tobago, including but not limited to the Ministry of National Security, Ministry of Finance (Customs & Excise Division), Telecommunications Authority of Trinidad and Tobago.
  • Liaise with regional and international organizations on matters pertaining to UAS: Liaise with other bodies such as the ICAO, Caribbean Aviation Safety and Security Oversight System (CASSOS), Federal Aviation Administration (FAA), European Union Aviation Safety Agency (EASA) and Joint Authorities for Rulemaking on Unmanned Systems (JARUS) with regards to regulations, procedures and the coordination of UAS operations.
  • Perform any other related duties as required.

REQUIRED QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s Degree in Aerospace Engineering, Geomatics Engineering or any other Aviation-related field.
  • Possession of a Commercial Pilot Licence or UAS Licence.
  • A minimum of at least five (5) years’ experience in the operations of UAS.
  • Five (5) CSEC / CXC / GCE ‘O’ Level subjects, including English Language and Mathematics.
  • Experience in other safety enforcement programs recognized by the TTCAA.
  • Knowledge of TTCARs and ICAO SARPs related to UAS.
