Civil Aviation Safety Inspector - ATS & SAR

The Trinidad and Tobago Civil Aviation Authority (TTCAA) is mandated to regulate and administer a safe civil aviation system whilst ensuring that Trinidad and Tobago properly discharges its obligations under international civil aviation agreements and treaties.  The TTCAA is seeking to recruit a suitably qualified person for the following position: 

CIVIL AVIATION SAFETY INSPECTOR – AIR TRAFFIC SERVICES AND SEARCH AND RESCUE (ATS & SAR)

 

JOB SUMMARY:

The incumbent is responsible for ensuring safety oversight of Air Traffic Services (ATS) operations and Search and Rescue (SAR) operations of Air Navigation Services Providers (ANSPs) in keeping with international and national civil aviation laws, regulations, conventions and standards.

KEY DUTIES & RESPONSIBILITIES:

  • Certification & Re-Certification: Conduct audits and inspections for the certification and re-certification of the ANSPs in accordance with the Trinidad and Tobago Civil Aviation Regulations (TTCARs).
  • Work Programs, Procedures and Instructions: Conduct surveillance of ATS personnel and/or SAR personnel and facilities in accordance with the annual safety surveillance program and plan, established work programs and applicable standard procedures.
  • Assist with the amendment of ICAO Documents and prepare draft amendments to the relevant TTCARs.
  • Conduct inspections of the ATS Operations and/or SAR Operations Rescue Coordination Centre (RCC) or Rescue Subcenter (RSC) (as appropriate) to verify the correct application of the relevant standards and procedures.
  • Improvements in ATS: Monitor the implementation of new equipment, systems, and services for the provision of ATS and/or SAR.
  • ATC Licences: Coordinate with the Licensing Department on areas related to the issuance, renewal or revocation of licences of ATS and/or SAR personnel.
  • Quality Management: Evaluate and report on quality, level of service, and performance of operations for the provision of ATS and/or SAR with a view to determining proficiency levels of relevant personnel.
  • Amendments to Regulations: Review, recommend and draft amendments as required for regulatory procedures related to the ATS and/or SAR Operations in keeping with international and national civil aviation laws, regulations, conventions and standards.
  • Training & Development: Evaluate ATS and/or SAR personnel, systems and procedures and make recommendations in the areas of training, procedural manuals and related documentation use of equipment and facilities.
  • Incident/Accident Reporting: Investigate and report breaches/occurrences/incidents of national and international civil aviation laws, regulations, conventions, standards or laws involving pilots and/or air traffic controllers and submit recommendations that address remedial action or enforcement for violations.
  • Information Systems: Review the system of information provision to ATS and/or ATS personnel and make recommendations for amending procedures to ensure accurate and timely delivery of services.

 OTHER DUTIES & RESPONSIBILITIES:

  • Perform other duties related to the position that may be assigned from time to time by the Director-General of Civil Aviation.
  • Represent the TTCAA at international aviation conferences, seminars and symposiums.

REQUIRED QUALIFICATIONS, EXPERIENCE & SKILLS:

  • At least ten (10) years’ experience in the Air Traffic Services, including 3 years’ supervisory and/or training experience.
  • Possess an Air Traffic Controller Licence with ratings in Aerodrome, Approach and Area Control.
  • Expert knowledge of all applicable ICAO Standards and Recommended Practices (SARPs) as contained in ICAO Annexes, Documents and Manuals and any other applicable conventions or standards.
  • Expert knowledge of the relevant TTCARs.
  • Training in SAR (aeronautical or maritime) or any related experience would be an asset.
  • Formal training and/or experience in Quality Management would be an asset. 
  • Formal training and/or experience in Risk Analysis and Management would be an asset.
