The Community Services Coordinator – West is responsible for leading the delivery of STAR’s community-based social services across Savanna-la-Mar and Salt Spring. The Coordinator provides supervision and technical guidance to the western-based community services teams and works closely with community stakeholders, service partners, and the wider STAR team to strengthen outcomes.
COMMUNITY SERVICES COORDINATOR – WEST

Utilising a whole of society approach to owned transformation, STAR’s partners comprise the PSOJ and the Jamaica Constabulary Force (JCF). STAR has been designed as a 5-year intervention targeting a minimum of 10 communities
experiencing high levels of major crime and violence. Commencing in June 2022 and ending in 2027, the intervention will be financed through various mechanisms, including corporate sponsorship, listing on the Jamaica Social Stock
Exchange (JSSE), crowdfunding, multilateral grants and other channels. This mixed financing approach will seek to raise enough funds to deliver the project at a scale significant enough to generate the desired outcomes, which are:
1. Mainstreamed approaches to community development that are inclusive, rigorous and integrated;
2. Communities which are safer and more resilient with improved social outcomes and reduced levels of violence; and
3. Project-wide stakeholders are more purposeful, better informed and equipped to contribute to transformational change.
STAR is aligned with the Ministry of National Security’s (MNS) framework for social and community transformation,

1. Regional Oversight of Community Services Delivery
• Oversee implementation of community services in Savanna-la-Mar and Salt Spring, including psychosocial support, violence prevention, education and parenting support, and referrals to health and welfare services.
• Support the work of regional social workers, case managers, education officers, and engagement facilitators.
• Ensure all interventions are culturally relevant, evidence-based, and tailored to community needs.
• Coordinate with the Community Services Lead, the Technical Services Lead and MEL team to ensure alignment with STAR’s social protection framework.
2. Team Supervision and Capacity Building
• Provide day-to-day leadership, coaching, and support for field teams.
• Facilitate regular meetings, debriefing sessions, and training for regional staff.
• Support team members in planning, prioritising, and resolving complex cases.
• Conduct performance reviews and contribute to the professional development of team members.
3. Community Engagement and Stakeholder Collaboration
• Build strong relationships with community leaders, schools, health centres, and other local partners.
• Represent STAR at regional coordination meetings and stakeholder events.
• Facilitate collaborative interventions and referrals with government and NGO partners in the western region.
• Ensure services are visible and accessible in the community, including coordination of outreach activities and events.
4. Data Collection, Reporting and Service Quality Monitoring
• Oversee documentation, and compliance with STAR’s management systems and reporting tools.
• Monitor the effectiveness and impact of interventions and follow-up support. Submit monthly reports to the Community Services Lead, highlighting key trends, case statistics, and service gaps.
• Ensure confidentiality, safeguarding, and ethical standards are upheld in all community interactions.
5. Coordination with STAR-wide Services
• Liaise regularly with the Social Services Coordinator and other Community Services Coordinators to ensure consistency and coordination across regions.
• Collaborate with the Employment and Economic Development teams to ensure integrated support for programme participants.
• Support cross-community learning and adaptation of interventions based on regional insights.
Minimum Qualifications
• Bachelor’s degree in Social Work, Psychology, Community Development, or a related field; Master’s degree is an asset.
• Minimum of 5 years’ experience in community service delivery, with at least 2 years in a supervisory role.
• Strong knowledge of Jamaica’s social service landscape, especially in the western region.
• Demonstrated experience working with vulnerable populations, youth, and families.
• Excellent coordination, leadership, and interpersonal skills.
• Proficiency in case documentation, reporting, and Microsoft Office tools.
