A. Job Summary
The job requires the incumbent to assist in the implementation of a risk-based approach to money laundering/terrorist financing/proliferation financing (ML/TF/PF) policy framework and be a source of expertise to ensure the Commission effectively meets its anti-money laundering (AML) obligations as a supervisory authority.
B.Responsibilities/Accountabilities
- Assists the Senior AML Analyst in identifying/assessing ML/TF/PF risk of registrants in the sector, by conducting surveys and updating assessments to guide the Commission’s AML policy framework.
- Conducts research for drafting supervisory guidelines, policies procedures and reporting requirements as directed and ensures alignment with international standards and best practices as well as the domestic legal and regulatory framework.
- Reviews and analyses data, and other information on registrants arising out of risk assessments conducted and at required frequency to determine any emerging risks for input into policy documents/framework.
- Assists in reviewing all Commission issued AML guidance to ensure alignment with legislative provisions and international AML standard setting bodies and recommends amendments for strengthening such guidance.
- In consultation with the Director, liaises with Legal in recommending amendments to AML laws and internal procedures.
- Assists the Senior AML Analyst in any collaborative efforts with other supervisory authorities in reviewing AML policy framework.
- Liaises with officers in Compliance and Inspections Division regarding findings from AML compliance reviews and identifying issues and emerging trends impacting registrants (and the sector) and keeps the Director abreast of these developments.
- Performs other related duties as required.
C. Minimum Qualifications and Experience- Bachelor’s Degree in Finance/Business/Accounting or related field.
- CAMS or FIBA or other relevant AML/CFT accreditation.
- Two (2) years’ experience at a professional level in a regulatory environment or related field.
- Any other equivalent combination of education, training and experience would be considered.
D. Competencies

- Working knowledge of financial legislation and prudential guidelines and regulations, including AML/CFT/CPF legislation
- Clear understanding of Trinidad and Tobago’s legislation that governs the securities industry, such as the Securities Act 2012, Proceeds of Crime Act, Anti-Terrorism Act, Economic Sanctions Act
- Knowledge of financial markets and instruments
