THE ROLE

We are seeking an accomplished Transportation Engineering Manager to lead the technical delivery of transportation and civil engineering design activities, providing disciplined supervision, mentorship, and quality oversight across a talented team of engineers and designers. The successful candidate will bring deep technical expertise, sound professional judgement, and the leadership capability to ensure every design that leaves the department is precise, standards-compliant, and delivered with confidence.

Reports To: Head of the Transportation Department

WHAT WILL YOU BE RESPONSIBLE FOR?

Design Leadership

  • Leading and overseeing transportation design activities across all project phases, from concept and feasibility through detailed design to final deliverables
  • Reviewing, guiding, and technically assessing design calculations, drawings, models, and specifications prepared by assigned engineers and designers
  • Ensuring designs comply with applicable standards including AASHTO requirements and national road authority standards
  • Applying professional engineering judgement to resolve complex or non-standard technical issues
  • Proactively identifying technical risks at early project stages and leading their resolution before they affect delivery

Supervision and Staff Development

  • Supervising assigned Transportation Design Engineers, Civil Designers, and other engineering staff
  • Allocating work, defining technical scope, establishing priorities, and monitoring delivery against agreed programmes and quality requirements
  • Providing technical mentoring and coaching to support staff competence and professional development

 Coordination, Quality and Governance

  • Managing discipline-specific interfaces between transportation design and other engineering inputs for assigned projects
  • Ensuring design outputs meet internal quality and technical standards prior to submission or issue
  • Maintaining structured and auditable design records, ensuring calculations, drawings, revisions, and approvals are properly stored and version controlled
  • Applying safe design principles across all activities, ensuring compliance with applicable HSE legislation and standards in Jamaica
  • Providing technical support to delivery teams, department leadership, and clients; conducting periodic site visits to verify works conform to design intent

WHAT ARE WE LOOKING FOR?

Essential Qualifications

  • Bachelor of Science in Civil Engineering from an accredited university
  • Professional Engineer (PE) registration in country of origin, maintained in good standing
  • Minimum of 12 years’ relevant professional experience in civil and/or transportation engineering, or an equivalent combination of experience and demonstrated competency
  • Minimum of 5 years’ experience in a transportation or civil engineering design office environment
  • Demonstrated experience supervising and reviewing the work of engineers and designers on infrastructure projects

 Desirable Qualifications

  • Master of Science in Civil Engineering
  • Familiarity with Caribbean or regional road design standards
  • PMP or equivalent project management certification

 KEY COMPETENCIES

  • Expert-level competence in engineering designs across road infrastructure, drainage, and transport systems
  • Working proficiency in Civil 3D, OpenRoads, MicroStation, or equivalent design software
  • Strong communication skills with the ability to produce technical reports and presentations for executive, client, and regulatory audiences
  • High professional integrity, sound judgement, and the ability to lead and influence within multidisciplinary teams

ADDITIONAL REQUIREMENTS

  • Fluency in written and verbal English
  • Must be resident in Jamaica or willing to relocate
