The role of the Training Officer will contribute to achieving Project STAR's training targets of 2,000 participants annually across five communities under Project STAR’s Employment Training Programme. The position directly supports community transformation goals by delivering quality training experiences that prepare participants for sustainable employment.
The Private Sector Organisation of Jamaica (PSOJ) has made a commitment to leverage its network and contribute to a strategic and targeted intervention aimed at transforming social and economic outcomes for communities across Jamaica. This leading private sector umbrella group seeks to facilitate a collaborative, evidence-based approach to inclusive community development and sustained violence prevention. The approach of the Social Transformation and Renewal Foundation (STAR) is towards effective partnerships, data-driven problem solving, mindset change, community-informed and owned decision making, accurate and timely reporting, and accountable systems of oversight and governance. Project STAR’s ultimate outcome is that as one people, we are working together to transform ourselves and our communities; creating a Jamaica where all are valued, and all can thrive.
Utilising a whole of society approach to owned transformation, STAR’s partners comprise the PSOJ and the Jamaica Constabulary Force (JCF). STAR has been designed as a 5-year intervention targeting a minimum of 10 communities experiencing high levels of major crime and violence. Commencing in June 2022 and ending in 2027, the intervention will be financed through various mechanisms, including corporate sponsorship, listing on the Jamaica Social Stock Exchange (JSSE), crowdfunding, multilateral grants and other channels. This mixed financing approach will seek to raise enough funds to deliver the project at a scale significant enough to generate the desired outcomes, which are:
Mainstreamed approaches to community development that are inclusive, rigorous and integrated;
Communities which are safer and more resilient with improved social outcomes and reduced levels of violence; and
Project-wide stakeholders are more purposeful, better informed and equipped to contribute to transformational change.
STAR is aligned with the Ministry of National Security’s (MNS) framework for social and community transformation, and it is anticipated that this alignment will result in collaborations that redound to the benefit of communities, and the nation.
KEY RESPONSIBILITIES OF THE TRAINING OFFICER:
Training Programme Delivery:
∙ Develop, and deliver effective job readiness training programmes ensuring participants are employment-ready with appropriate attitudes and expectations
∙ Facilitate 2-week intensive job readiness programmes, 1-day professional development bootcamps, and specialized training sessions
∙ Conduct candidate assessments, skills testing, and one-on-one career counselling sessions
∙ Deliver training modules on workplace readiness, resume writing, interview preparation, financial literacy, and professional development
Partnership Coordination:
∙ Collaborate with training providers to plan and execute training programmes.
∙ Assist in organizing and facilitating annual Training Expos and community outreach events
Post-Training Transition Support:
∙ Prepare comprehensive participant profiles and transition documentation for the Job Placement Team
∙ Assist participants in obtaining required civil documentation (including but not limited to TRN, NIS, Birth Certificates)
∙ Coordinate with Job Placement Team to ensure seamless handover of training graduates
∙ Support job fair organization and participant preparation for interview
Documentation & Reporting:
∙ Maintain detailed training records, attendance tracking, and participant progress documentation
∙ Generate training reports and outcome assessments
∙ Support creation of monthly training reports and KPI tracking
Ensure MOV (Means of Verification) completion for all training activities
Minimum Qualifications:
∙ Bachelor's degree in Human Resources or related field
∙ Familiarity with employment services, job placement, or workforce development programmes preferred; previous experience in administrative support, customer service, or a similar role is an asset.
∙ Proficiency in office software applications (e.g. Microsoft Office suite) and database management.
∙ Excellent organization and multitasking skills. Strong attention to detail and accuracy.
∙ Effective communication and interpersonal skills.
∙ Ability to maintain confidentiality and handle sensitive information.
Note: Training and other support required in the STAR communities will require regular out of town travel which will entail staying overnight.
