To provide technical support in the development and management of the national telecommunications spectrum, development of policies and standards for telecommunications networks and facilities, wireless systems and broadcasting services.

Job Summary

To provide technical support in the development, management and assignment of the national telecommunications resources, i.e. numbers and radio frequency spectrum, and the development of policies, plans and standards for telecommunications networks and facilities, wireless systems and broadcasting services.

 To inspect, monitor and audit for telecommunications networks and facilities, wireless systems and broadcasting services; and investigate and monitor frequency spectrum to ensure compliance with established standards.

 

Key Duties and Responsibilities:                

  1. Plan the allocation and assignment of the national telecommunications resources by employing engineering criteria and techniques, relevant scientific rules and analysis to promote efficient and effective use of the resources, in accordance with the Telecommunications Act Ch. 47:31, the International Telecommunications Union and Recognized Standardization bodies.
  2. Administer the assignment of the national telecommunications resources by scrutinizing and processing applications for the use of such resources in accordance with established policies, plans and procedures.
  3. Analyze applications and coordinate assignments for the use of the resources and recommend approvals/refusals giving adequate reasons.
  4. Monitor and conduct audit activities on telecommunications networks and facilities, wireless systems and broadcasting services in accordance with established policies, plans and procedures, to ensure orderly development of the Sector.
  5. Recommend effective programs and procedures to ensure concessionaires and licensees adhere to the terms and conditions of their respective concessions and licenses.
  6. Assess radio frequency radiation and emissions throughout Trinidad and Tobago and occupancy levels to ensure users comply with the technical and operational parameters of their licenses.
  7. Review public and stakeholder complaints on quality of service, harmful interference and radio frequency radiation, and recommend corrective action and follow-up plans.
  8. Inspect, track and monitor for telecommunications networks and facilities, wireless systems and broadcasting equipment to ensure conformity with accepted standards.
  9. Provide viewpoints and recommendations on development or modifications to policies and plans related to telecommunications networks and facilities, wireless systems and broadcasting services.
  10. Research and develop recommendations to improve the efficient allocation and/or utilisation of the national telecommunications resources.
  11. Keep abreast of international telecommunications industry developments in telecommunications network design, wireless systems, spectrum engineering and broadcast systems.
  12. Comply with the HSE policy & procedures of the Authority and cooperate with workplace health and safety measures and initiatives.
  13. Take reasonable care for own safety and the safety of others and report all accidents, injuries, near misses and hazards to Manager/Supervisor.
  14. Perform other related duties as required by job function.

Qualifications and Experience:

  1. Recognized bachelor’s degree in electrical engineering, telecommunications or related area.
  2. Minimum of three (3) years of experience in Telecommunications and Network Engineering
  3. Experience in Project Management

  • Knowledge:
  1. ITU-T, ITU-R, FCC, Industry Canada, Ofcom and other Regulatory activities and recommendations
  2. Spectrum management and telecom regulatory principles
  3. Spectrum licensing methods and best practices
  4. Telecommunications Network design techniques and best practices.
  5. Wireless technologies including Wi-Fi, GSM, GPRS, UMTS and Radio communications.
  6. Network Engineering including WANs, MANs and LANs.
  7. The design and specifications of wireless networks
  8. New Technologies and Protocols including IPv6 & SIP
  9. Ancillary considerations related to civil or mechanical engineering.

 

  • Skills and Abilities:
  1. Strong proficiency in MS Office suite inclusive of MS Word, Excel, PowerPoint and Project
  2. Design and operation of radio communication and broadcast systems
  3. Proficient use of computer applications for the management of telecommunications resources
  4. Proficient use of equipment and tools for monitoring spectrum utilization
  5. Good interpersonal and communication skills, both written and oral
  6. Strong research ability
  7. Team player
  8. Results-oriented
