TECHNICAL BUSINESS ANALYST (MIS/IT 5)


Job Summary

The Technical Business Analyst is responsible for supporting the effective alignment of business needs with technology-enabled solutions. The post holder works closely with internal stakeholders to elicit, analyse, and document business requirements and collaborates with the Information and Communications Technology (ICT) function and external vendors to support the design, configuration, implementation, and continuous improvement of business systems in a cost-effective, secure, and sustainable manner.

 

Key Responsibilities

Business Analysis and Requirements Management

  • Engage stakeholders to gather, analyse, and document business and functional requirements
  • Prepare and maintain Business Requirements Documents and related specifications
  • Conduct gap analyses to identify optimal solutions while minimising customisation and cost
  • Track, manage, and prioritise system change requests in collaboration with stakeholders
  • Gather and document operational challenges raised at meetings and prepare briefing notes and recommendations for Management

 

Systems Configuration and Implementation Support

  • Define system configuration requirements to meet business needs while ensuring system stability and security
  • Configure business systems, including workflows, business rules, user roles, templates, and content
  • Develop test plans and test cases to validate system configurations against user requirements
  • Coordinate and manage user acceptance testing and system testing activities
  • Support the development of go-live strategies, including rollout and contingency planning
  • Coordinate with vendors and the ICT Team to ensure smooth and timely system deployments
  • Provide post-implementation support and escalate issues as required

 

Documentation, Reporting, and Continuous Improvement

  • Update and maintain process flows, system documentation, and user guides
  • Develop standard and custom reports using out-of-the-box system capabilities
  • Develop dashboards and analytical reports to support regulatory oversight and decision-making
  • Gather feedback from business users to identify opportunities for system and process improvement
  • Research and analyse relevant market trends, reports, and data to support the Commission’s projects and programmes

 

Collaboration and Stakeholder Engagement

  • Work closely with Heads of Divisions, Technical Officers, vendors, and the ICT Team to co-design solutions
  • Participate in cross-functional projects aimed at improving operational efficiency and service delivery
  • Collaborate with compliance and enforcement teams to analyse system data and identify patterns related to regulatory and integrity risks
  • Prepare and present reports and proposals for review and discussion with the Director

 

Minimum Required Qualifications and Experience

  • First Degree in Information Technology, Computer Science, Information Systems, or a related field
  • At least three (3) years’ relevant work experience in business analysis, systems implementation, or a related area
  • Experience in requirements gathering and documentation
  • Experience working in regulated environments such as gaming, finance, or law enforcement would be an asset
  • Certification in Business Analysis (e.g. CBAP or equivalent) would be an asset

 

 Remuneration: Salary Scale $ $4,266,270.00 – $5,737,658.00 per annum plus gratuity
