The Supply Chain Officer (SCO) coordinates and performs key activities to meet operational Supply Chain Management (SCM) objectives in the assigned functional area of Contracts and Tenders.

Key Duties & Responsibilities                                               

  • Executes the tender process from supplier market engagement, publishing of tenders, conducting pre-bid conferences, receipt of bids, bid evaluation, award of contracts and debriefing suppliers by collaborating with key stakeholders in developing clear and agreed business requirements, identifying areas of risk and setting target outcomes (support specifications development where it varies from established criteria, evaluation criteria and terms and conditions) as part of the tender package.
  • Carries out the administration of contracts to ensure adherence to contracting processes and service levels by evaluating and monitoring contractor performance, submit reports and identify corrective action. Monitor service level and performance against contractual obligations through the use of business intelligence systems.
  • Manages Contractor Relationship Management and proactively manages the performance of Contractors to optimize outcomes. Builds and maintains strategic relationships with key Contractors; coordinates and monitors KPIs against baseline and leverages business intelligence to improve stakeholder and Contractor performance. Develops opportunities to incentivize contract delivery and continuous performance improvement within the legal framework.
  • Assists with the preparation of the annual budget in accordance with stipulated timelines.
  • Executes routine work activities as well as capital and operational projects safely, within budget, established timeframes and required quality.
  • Participates and engages peers in organisational HSE&Q initiatives while seeking to consistently improve HSE&Q in the workplace. 
  • Prepares of Monthly Reports ensuring KPI’s and Internal Controls are adhered to.
  • Performs other activities as required to support the attainment of departmental service agreements, goals, and objectives.

Qualifications and Experience

  • Undergraduate degree in Supply Chain Management, Logistics, Business Management, Law or Engineering.
  • Professional level certification in purchasing and supply management would be an asset.
  • Minimum of five (5) years’ experience in a supply chain management, preferably on a process plant environment.

Technical Knowledge and Skills

Knowledge:

  • Supply chain management in a process plant environment with knowledge of supply chain practices inclusive of:
    • Understanding of the global supply market, the influence of the market on contract and tenders
    • Contract management and the management of contractual risk; the role of contracts and tenders, contractual laws, terms and conditions.
    • Category management
    • Management and cost accounting principles and techniques with emphasis on the accounting of inventory transactions
    • Inventory control and cycle counting strategies
    • Procurement procedures and the inter-relation to material and service availability
    • Data analysis of inventory data to report key KPIs
  • Project Management
  • Advanced operational knowledge of Enterprise Resource Planning (ERP) software in the inventory, warehouse and purchasing modules
  • Working knowledge of maintenance parts in a process environment is essential
  • Advanced knowledge of Microsoft Office Suite - especially MS Word and MS Excel
  • Working knowledge in data science will be an asset
  • Basic management and cost accounting principles and techniques
  • Maintenance parts in a process environment
  • Materials management in a process plant environment and international procurement practices inclusive of:
    • Contractual laws and terms and conditions
    • Financial principles
    • Customs regulations and procedures
    • Incoterms
