On April 1, 2019, the Public Procurement Act came into effect establishing the Public Procurement Commission (PPC) as a Public Body Corporate replacing the National Contracts Commission.

The PPC has responsibility for reviewing and endorsing recommendations for the award of Government Contracts, making recommendations to Cabinet for the award of Government Contracts, as well as registering companies/businesses desirous of participating in the Government of Jamaica (GOJ) Procurement Process. The PPC also oversees the implementation of the GOJ Contractor and Consultant Performance Evaluation Programme (CCPEP).

Strategic Planning and Monitoring Analyst (GMG/SEG 2)
Corporate Services Branch
Salary Range: $4,266,270.00 - $5,737,658.00 per annum

Job Purpose

Under the direction and supervision of the Director, Corporate Services, the Strategic Planning and Monitoring Analyst is responsible for the coordination of the Strategic and Corporate Planning cycle processes to ensure that the PPC’s strategic and corporate planning activities are in alignment with the Government of Jamaica policy priorities to ensure synchronization with defined strategic goals of the PPC.  They also works collaboratively with various branches to monitor performance, enterprise risk management and the quality assurance systems of the PPC.

 Key Responsibility Areas:

 A.    Management/Administrative Responsibilities

  •  Works collaboratively with relevant stakeholders to ensure that KPI’s and milestones are developed and attention paid to their achievements;
  • Assist with monitoring and evaluating the resources of the Branch to ensure optimal utilization, cost efficiency and value-added results;
  • Represents the PPC at various meetings and conferences;
  • Participates in the development of the Operational Plan for the Corporate Services Branch; 
  • Updates and maintains the quality management system to ensure ISO 9001:2025 Standard compliance;
  • Develops, implements and maintains the standard operating procedures for the Strategic Corporate Planning process;
  • Establishes and maintains an effective professional network to advance the work of the Commission and maintain professionalism;
  • Develops Individual Work Plan based on alignment to the overall plan for the Branch;
  • Participates in meetings, seminars, workshops and conferences as required;
  • Prepares Quarterly and Annual Performance Reports.

 B. Technical/Professional Responsibilities

  •  Provides strategic analysis and advice on policy issues;
  • Assists with guiding the progress of work in relation to the PPC’s Operational Plans, Quarterly and Annual Reports;
  • Identifies barriers to successful implementation of the various plans and makes recommendations;
  • Monitors and evaluates the performance of  the various branches/programmes to ensure that targets are met or re-scheduled in a timely manner;
  • Identifies, assesses and evaluates the risks in relation to the outputs and deliverables in the various plans;
  • Assists with the development, implementation and maintenance of Performance

Management and Evaluation systems to track the operations of the PPC’s policies, programmes and projects against the various plans;

  • Keeps current with the latest tools/techniques in Corporate Planning mechanisms to determines what new solutions and implementations will meet the PPC’s requirements;
  • Monitors the PPC’s enterprise risk management plan;
  • Assists with the development of mechanisms to identify, assess and evaluate risk to enable the execution of the enterprise risk management strategy;
  • Assist with validating risk appetite and tolerance with senior leadership and key stakeholders to ensure alignment;
  • Conducts research and assist with providing advice and guidance on enterprise risk management;
  • Produces reports to the Director Corporate Services/ED complete with actionable plans for avoidance or prevention of possible threats at all levels.

 C. Other Responsibilities

  • The incumbent may from time to time be assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

 Performance Standards:

  • Strategic and Corporate Plans are developed as per the GOJ recommended framework and implemented in the agreed timeframe.
  • Key performance indicators are revised in a timely manner and feedback provided in the agreed standard and on time.
  • Corporate/Operational Plans are monitored in keeping with the GOJ recommended framework.
  • Organizational performance monitored, evaluated and feedback provided in the designated formant and on time.
  • Enterprise Risk Management plan developed and implemented on time.
  • Data collected are analysed using established methodologies and reports generated on time.
  • Quality Management System monitored as per the established protocols and reports generated in a timely manner.
  • Technical advice and support provided are grounded in research, supported by qualitative or qualitative data.
  • Annual/Quarterly/Monthly performance reports reviewed.  
  • Individual work plans developed as per the established format and presented on time to supervisor.
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.

 Required Competencies

  • Thorough knowledge of strategic and corporate planning functions, systems and processes.
  • Good knowledge of enterprise risk management systems and procedures.
  • Good knowledge of GOJ enterprise risk management framework.
  • Excellent knowledge of performance monitoring techniques.
  • Strong ability to synthesize multiple ideas and complex information into a coherent summary, as in reports and briefing notes.
  • Good knowledge GOJ PMES framework.
  • Ability to draft a strategic business plan.
  • Aptitude for developing and maintaining collaborative relationships with team members and external stakeholders.
  • Familiarity with general machinery of government.
  • Ability to exercise sound judgment and conviction of purpose where priorities conflict.
  • Developed written and oral communication skills.
  • Ability to work individually as well as in teams.
  • Very good interpersonal skills.
  • Very strong integrity and work ethic.
  • Good planning and organizing.
  • Ability to negotiate and persuade others.
  • Ability to think strategically and pay keen attention to details.

 Minimum Required Education and Experience

  • Bachelor’s Degree in Management Studies/Public Sector Management/Public Administration;
  • Specialized training in Corporate/Strategic Planning, Performance Monitoring;
  • Lead Implementer/Lead Auditor Training in ISO 9001:2015 would be an asset;
  • At least three (3) years related working experience.
