Senior Project Manager

Salary Range: CI$95,460– CI$128,388

The Ministry of Health, Environment & Sustainability is seeking a driven and experienced professional for the role of Senior Project Manager. The Senior Project Manager will be responsible to the Chief Officer of the Ministry for the successful delivery of the National Recycling Programme and the Long-Term Waste Management Solution.

The post holder’s role will include but not limited to:-

• In conjunction with the Chief Officer, define the capital building project plans – including scope, financial (budgetary), technical, human resource, risk/controls, communication, quality, as well as plans in relation to project schedules/timeframes and procurement requirements (materials, consultants, contractors).
• Manage the implementation of the project, in accordance with the relevant specifications, budgets, timescales and plans.  Resolving issues that arise. 
• Understand/interpret relevant government directions with regards to required capital building projects and ensure that appropriate project funds are confirmed in conjunction with the Chief Officer.
• Develop specifications for consultant and contractor requirements, in accordance with Project Management best practice and relevant rules/regulations.
• Provide technical advice during the project and recommend actions that are deemed necessary to maintain project plans, timescales and budgets.
• Monitor and report the status of projects to clients/steering committees, particularly on significant project developments following ongoing budgetary and timescale/schedule analysis. 

KNOWLEDGE, EXPERIENCE & SKILLS

The post holder must have:

• Bachelor’s degree in one of the applied sciences related to engineering / project management (i.e. environmental engineering, civil engineering, chemical engineering, geotechnical engineering or project management) from an accredited educational Institution or similar construction related discipline from a recognized/accredited institution;
• Registered or chartered professional member of a relevant discipline, established either in the US, UK, Canada or other internationally recognized equivalent (TICS, MICE, RIBA, AIA, PMI, RICS or similar);
• The post holder will possess a minimum of 10 years’ relevant experience in Project Management and contract administration, which shall include significant experience in managing projects in excess of $100 million. Prior experience in managing significant Integrated Solid Waste Management Systems (ISWMS) projects including waste to energy systems is highly desirable.
• Proven project management skills, including experience in the management of all phases of capital projects.
• A high level of interpersonal skills with the ability to work in a team and to relate to people at all levels, within Government and the community is required.
