Job Purpose:
The Senior Human Resources Officer is responsible for the strategic direction and daily operations of the HR Unit within TURHC Ltd. The incumbent will oversee talent management, industrial relations, training and development, workforce planning, and the implementation of HR policies in accordance with public sector best practices and organizational objectives. This position plays a critical role in driving a culture of compliance, transformation, and operational excellence within the Corporation.
Key Responsibilities:
Human Resource Strategy & Organizational Development
· Assist in formulating and implementing HR strategies aligned with the Corporation’s strategic development goals.
· Lead workforce planning, succession planning, and organizational transformation initiatives.
· Facilitate coaching, mentoring, and change management processes throughout the organization.
· Liaise with Heads of Departments to assess human resource requirements for housing projects and operational growth.
Recruitment and Staffing
· Oversee the full recruitment lifecycle including advertisement, shortlisting, interviewing, selection, and onboarding.
· Develop and implement competency-based recruitment and selection standards.
· Ensure timely preparation and execution of employment contracts in accordance with labour regulations.
Performance Management
· Guide the implementation and review of the Performance Management System (PMS).
· Analyze appraisal outcomes and identify performance gaps for corrective training interventions.
· Train managers and supervisors in the effective application of performance assessment tools.
Learning and Development
· Conduct training needs assessments in collaboration with department heads.
· Design and implement annual training plans to support staff capacity-building and project execution.
· Monitor training outcomes and return on investment (ROI) metrics.
Industrial Relations & Compliance
· Interpret and apply labour laws, HR policies, and collective agreements.
· Serve as liaison with employee representatives or union bodies, when required.
· Conduct internal audits to ensure HR compliance with legislative and regulatory requirements.
HRIS and Administration
· Manage HR data systems and oversee digital personnel records and payroll inputs.
· Generate HR analytics and reports for executive decision-making.
· Ensure the integrity and confidentiality of all employee records.
Policy and Procedure Development
· Draft, review, and implement HR policies and procedures in keeping with national labour regulations and corporate governance guidelines.
· Collaborate with the Legal/Compliance Unit to align HR procedures with the Public Procurement Act and relevant legislation.
Reporting & Stakeholder Relations
· Submit periodic reports to the General Manager and Board as required.
· Represent the Corporation at meetings, forums, and inter-agency engagements related to workforce development.
Minimum Qualifications & Experience:
· Bachelor’s Degree in Human Resource Management, Industrial Relations, Public Administration, or related field from an accredited institution.
· At least seven (7) years’ experience in human resources, with a minimum of three (3) years in a supervisory or strategic role.
· Working knowledge of labour legislation (e.g. IRA, OSH Act), industrial relations principles, and recruitment best practices.
· Proficiency in HRIS platforms, Microsoft Office Suite, and data analytics.
· Postgraduate qualifications or certifications in Industrial Relations, HR Strategy, or Labour Law would be an asset.

Suggested Salary Range
TT$14,000 – TT$18,000/month
Benchmark: Comparable to Senior HR roles within State Enterprises and CPO-aligned positions at Range 48E–54E, subject to TURHC’s internal grading structure and Board approval.
