Supervises: Quantity Surveyors, Assistant QS Officers, Technical Assistants
Job Purpose:
The Senior Quantity Surveying Officer is responsible for providing strategic oversight and leadership in all quantity surveying functions related to the planning, execution, and close-out of housing and infrastructure projects under the Tobago Urban and Rural Housing Corporation Limited (TURHC). The incumbent ensures that cost estimates, contract documentation, and project budgets are developed and managed in accordance with corporate policies, technical standards, and the laws of Trinidad and Tobago. The role involves collaboration with multidisciplinary teams to ensure projects are delivered efficiently and provide value for money.
Key Duties and Responsibilities
Pre-Contract Management
· Develop preliminary and detailed cost estimates and Bills of Quantities (BOQs) for proposed housing and infrastructure projects.
· Advise on procurement strategy and preparation of tender documentation.
· Coordinate and review project scope, design documentation, and cost inputs in collaboration with engineers and architects.
· Lead tender evaluations and support the contract award process.
Post-Contract Management
· Monitor and evaluate contractor performance in relation to approved budgets and contracts.
· Assess and certify interim payment applications and final accounts.
· Evaluate and advise on contract variations, claims, and cost escalations.
· Undertake value engineering exercises to optimize project costs without compromising quality.
Contract Administration & Risk Management
· Interpret contract terms and advise on commercial and legal obligations related to cost control.
· Manage and resolve contractual disputes and cost-related risks in collaboration with legal and technical teams.
· Ensure compliance with procurement legislation, FIDIC contract conditions, and government financial regulations.
Team Leadership and Development
· Supervise and mentor Quantity Surveyors and support staff to build departmental capacity.
· Facilitate internal training and promote best practices in quantity surveying, cost control, and contract administration.
· Contribute to workforce planning and performance evaluations within the Technical Services Division.
Reporting and Documentation
· Prepare monthly cost reports, cash flow forecasts, and project expenditure summaries.
· Provide technical support for internal audits, procurement reviews, and budget planning exercises.
· Ensure proper records management and documentation for all cost-related project files.
Minimum Qualifications and Experience:
· Bachelor’s Degree in Quantity Surveying, Construction Management, or Civil Engineering from an accredited institution.
· Postgraduate training or certification in Project Management, Contract Law, or Procurement is an asset.
· Registration with the Institute of Surveyors of Trinidad and Tobago (ISTT) or membership in RICS is preferred.
· Minimum five (5) years' post-qualification experience in quantity surveying, including at least three (3) years in a senior role within the public or private construction sector.
· Proficiency in project costing software and Microsoft Office Suite.
· Knowledge of laws and regulations governing large construction projects
· In-depth knowledge of Building Codes
· Working knowledge of the Companies’ Act and other relevant legislation
· Knowledge of Standard Methods of Measurement
· In-depth knowledge of State Financial Regulations
· In-depth knowledge of project management methodologies, techniques and concepts.
· Excellent communication skills – verbal and written inclusive of presentation skills

Suggested Salary Range
TT$16,000 – TT$20,000/month
Benchmark: Based on senior QS roles within state enterprises, infrastructure agencies, and CPO-aligned job classifications.
