The Caribbean Community Secretariat (CARICOM) invites applications from suitably qualified nationals of Caribbean Community Member States and Associate Members to fill the position of Senior Human Resource Officer I (Staff) within the Human Resource Management Sub-Programme, Office of the Deputy Secretary-General.

JOB SUMMARY

Reporting to the Adviser, Human Resource Management, the Senior Human Resource Officer I (Staff) plays a key leadership role in supporting the HRM Unit in achieving its strategic objectives. The incumbent oversees the daily functions of HRM — including Recruitment and Selection, Talent Management, Employee Relations, Succession Planning, and HR Business Partnership — while ensuring sound, consistent application of CCS Staff Rules, Regulations, and HR policies across the Secretariat. The role also carries supervisory responsibility for the Human Resource Officer I and the Senior Human Resource Assistant, and serves as a strategic partner to assigned Directorates and Units.

KEY RESPONSIBILITIES

Recruitment & Workforce Planning

  • Manage the full recruitment cycle from advertisement preparation through to issuance of offer letters and employment contracts
  • Identify and implement recruitment methods in line with the agreed Recruitment Strategy; monitor and analyse activities to optimise cost-effectiveness
  • Lead human resource planning activities including staff audits, gap analysis, and recommendations on staffing levels, team structure, and recruitment philosophy
  • Prepare annual and quarterly recruitment budgets

HR Business Partnership

  • Partner with Directorate and Unit leadership to align HR strategy with business priorities; analyse trends and metrics to develop HR solutions, programmes, and policies
  • Provide HR policy guidance and interpretation; mentor managers and supervisors on employee development best practices and conflict resolution
  • Measure organisational health and lead employee engagement, reward, and recognition strategies
  • Act as a change agent, supporting process design and organisational transformation initiatives

Succession Planning

  • Define and lead the Succession Planning process, ensuring alignment with the Secretariat's long-term vision and talent development objectives
  • Identify potential successors for critical roles through talent mapping and performance reviews; establish structured individual development plans encompassing skills enhancement, mentorship, and cross-functional exposure
  • Maintain the succession plan through periodic review and communicate it to stakeholders with transparency; implement a consistent schedule of assessment to track successor progress and readiness

QUALIFICATIONS & EXPERIENCE

  • A Master's Degree in Human Resource Management/Administration, Public Administration, or a related field, with specialised training and high-level competence in: Recruitment, Selection & Manpower Planning; Employee Relations; HR Business Partnership; Talent Management Strategies; Employment Law; Organisational Development & Change Management; and Principles and Practice of Strategic Human Resource Management. A professional HRM qualification is desirable.
  • A minimum of five (5) years' HR experience at a senior level, gained in one or more of the following: a Government Ministry; an international or regional organisation/institution; or a private sector entity of comparative size
  • Good working knowledge of: Human Resource Information Systems (HRIS); Compensation & Benefits; Project Management; Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Visio, Projects)

KEY COMPETENCIES

  • Strong oral and written communication skills, with proven experience preparing formal reports for a variety of audiences
  • Well-developed interpersonal skills including Emotional Intelligence, and the ability to exercise tact, diplomacy, and patience
  • Strong ability to identify issues, analyse situations, and implement effective solutions, including resolving workplace conflicts
  • Ability to work harmoniously as a member of a team
  • Demonstrated capacity to conduct research and apply analytical thinking to support informed decision-making
  • Proven management or supervisory experience, with the ability to lead and support staff
  • Significant experience in recruitment, performance management, and operating within defined HR policy frameworks
