Job Title: Safety, Health & Environment (SHE) Technician 

 

Primary objective of the job:

  • The Safety, Health & Environment (SHE) Technician is responsible for on-site HSE oversight and compliance during the Fibre-to-the-Home (FTTH) network build. The role ensures that all civil works, fibre installation, pole work, and reinstatement activities are conducted safely, legally, and in accordance with company HSE standards, local regulations, and industry best practice.
  • This is a hands-on, field-based role, focused on prevention, supervision, and immediate risk control.

 

Main Duties and Responsibilities

  • Site Safety Oversight
    • Conduct daily HSE site inspections across FTTH activities, including:
      • Trenching and micro-trenching
      • Ducting and reinstatement
      • Pole climbing and aerial fibre installation
      • Fibre blowing, splicing, and testing
    • Enforce compliance with safe systems of work, method statements, and risk assessments (JSSPS).
    • Verify proper use of PPE, tools, plant, and lifting equipment.

 

2. Contractor HSE Compliance

    • Monitor and enforce contractor compliance with:
      • Approved HSE plans
      • Traffic management plans
      • Working-at-height controls
    • Stop unsafe work immediately where there is imminent risk to life, property, or the public.
    • Coach supervisors and crews on safe behaviour and corrective actions.

 

3. Risk Management & Hazard Control

    • Identify, assess, and report hazards including:
      • Excavation and collapse risks
      • Live traffic and public interface risks
      • Electrical proximity hazards
      • Working at height and dropped objects
    • Recommend and track corrective and preventive actions.

 

4. Incident & Near-Miss Management

    • Support investigation of:
      • Incidents
      • Near misses
      • Property damage
      • Public safety complaints
    • Collect evidence, statements, and photos and submit timely incident reports.
    • Assist with implementation of corrective actions.

 

5. Compliance & Documentation

    • Maintain accurate site HSE records, including:
      • Daily inspection reports
      • Toolbox talk attendance
      • Non-conformance report
      • Support audits and spot checks by internal or regulatory bodies.

 

6. Training & Awareness

    • Deliver or support toolbox talks on FTTH-specific risks.
    • Reinforce safety expectations for new crews and subcontractors.
    • Promote a strong safety culture on site.

 

Academic Qualification and Experience:

  • Bacholer’s Degree in Occupational Safety & Health, Environmental Health, or equivalent.
  • 2–5 years’ HSE experience in:
      • Telecommunications
      • Utilities
      • Construction or civil works
    • Proven experience working on live construction sites.

 

Preferred / Advantage

    • Experience specifically with FTTH / fibre rollout projects.
    • Training in:
      • Working at height
      • Excavation safety
      • Traffic management
      • Incident investigation

  • Excellent communication skills, both verbal and written.

  • Strong organizational skills and the ability to manage multiple projects and priorities.
  • Ability to remain calm under pressure and manage emergency situations effectively.
  • High attention to detail with a strong commitment to safety.
