The Regional Director is responsible for providing strategic leadership, direction and guidance to the Parish Managers (in designated parish networks). The Job Holder seeks to ensure that parish operations – programmes and services - are delivered in a manner which advances the objectives and goals of the Organisation. The Regional Director will design and develop plans to facilitate the execution of policies, systems, processes, procedures and functions related to the delivery of client engagement, admissions and programmes. The Incumbent must possess corporate-wide impact and will act as the link between parish/field operations and Corporate Office to ensure adequacy of administrative arrangements, resource management and control systems in the parishes.

QUALIFICATION & EXPERIENCE:

ü  NVQ-J - Level 6 Certification or Master’s Degree or its equivalent in disciplines such as: Business or Management

ü  At least five (5) years of relevant experience in a comparable position and industry for mastering the demands of the functions. The experience ideally should be gained from an industry/environment similar to what prevails at HEART/NSTA Trust

KEY COMPETENCIES:

ü  Knowledge of National Education Policy and laws and regulations relating to Adult Education

ü  Sound knowledge of Lifelong Learning Education inclusive of TVET, Adult Education and Youth Engagement and Empowerment Programmes

ü  Sound Knowledge of Literacy Strategies/Programmes aimed at raising student’s literacy levels

KEY DUTIES:

ü  Leads the development of Operational Policies and Procedures for Region/field operations

ü  Oversees the implementation of Client Services in terms of the provision of Diagnostic Assessment, Career Counselling and Mentorship for potential learners

ü  Leads the coordination, monitoring and evaluation of programmes designed for life-long learning service delivery

ü  Leads the planning, promotion and delivery of high quality Apprenticeship engagement

ü  Establishes and maintains collaborative relationships with business, industry and other agencies to facilitate employment and apprenticeship placements

ü  Identifies and develops National Adult Learning priorities

ü  Leads the development and implementation of job readiness programmes for trainees

ü  Provides opportunities to develop and enhance employment potential – through training, education, Job Readiness programs and access to employment opportunities 

ü  Leads the planning and coordination of Assessment services to ensure timely assessment and certification of learners for transition into employment

ü  Leads/provides input in the development of Apprenticeship and Job Placement Policies

ü  Leads the development of Job Placement programmes

ü  Oversees the development and maintenance of a database of all apprenticeship and employment services, partners and attendant details with the Regions

ü  Provides strategic leadership and direction in the implementation and review of the Trust’s apprenticeship and placement programmes

ü  Leads the design and development of Community-based Training in support of advancing training for employment, continuing education and certification

ü  Collaborates with internal and external stakeholders in identifying community-based training which could benefit from certification and encourages/facilitates partnerships

ü  Fosters dialogue and feedback mechanisms between the Agency and Community-based Training Partners so that programmes being delivered are done at the standards established by the Agency

ü  Acts as subject matter expert in providing Technical, Policy and Strategic advice and guidance on issues relating to Community-based Training

ü  Assesses the effectiveness of policy and procedure implementations and makes recommendations for adjustments/changes

ü  Collaborates with Directors in the monitoring and evaluation of Placement programmes, including: identifying and establishing measurable performance indicators for assessing effectiveness and efficiency; and identifying critical gaps in service-delivery and resource needs, as a basis for programme enhancement and policy initiatives

ü  Collaborates with other Senior Directors in formulating proposals for the improvement in service delivery in parish operations

ü  Designs and guides the implementation of various control mechanisms geared toward improving safety, security and resource management in parish/field operations

ü  Oversees the administration and coordination of all activities relating to the effective and efficient implementation and management of programmes and projects in the Region
