1.    Job Mission 

Ensure, from pre-construction through project closeout, that the works comply with project specifications, applicable standards, and regulatory and contractual requirements through a planned, controlled, traceable, and auditable quality management system; enabling “First Time Right” delivery, reducing rework, and ensuring a seamless handover to the client with complete quality documentation (dossier/turnover package).

1.    Full Project Lifecycle Scope (Full Construction Phases) 

  • Pre-Construction: Analysis of specifications, regulatory requirements matrix, definition of the Project Quality Plan (PQP), ITP matrix, checklists, inspection points (HP/WP/IP), and acceptance criteria by discipline.
  • Construction: Execution of ITPs, inspections, testing, non-conformance control (NCR), corrective actions (CAR/PAR), recordkeeping, calibrations, and metrological verification; coordination with HSE for work windows and permits.
  • Commissioning / Performance Testing: System-specific protocols (MEP/HVAC/Fire Protection/BMS/Elevators), FAT/SAT, TAB, flushing, energizations, integrated testing, and system releases.
  • Handover and Closeout: Quality dossier (data book), O&M manuals, warranties, certificates, validated “as-built” drawings, punch lists, closeout audits, and lessons learned. 

2.    Key Responsibilities

  • Project Quality Plan (PQP): Develop, implement, and maintain; align ITPs, checklists, and acceptance criteria by discipline.
  • QA/QC Governance: Establish submittal workflows, inspection protocols, control point matrices (Hold/Witness/Inspection Points), and document traceability.
  • Precast Concrete: Inspection of molds, reinforcement, curing, finishing, and tolerances; review material certificates and strength test results.
  • Reinforcement Steel: Review pour certificates, diameters, bends, overlaps, cover, storage; perform sampling and testing when applicable.
  • Earthworks / Embankments: Control of materials, Proctor, densities (NTC/ASTM), layers, slopes, and drainage; slope stability monitoring.
  • Pile Drilling and Foundations: Record drilling logs, bottom cleaning, slump/temperature, theoretical vs. placed volume, integrity checks (e.g., CSL) when applicable.
  • Civil Works / Structures / Retaining Walls: Elements compliant with drawings, tolerances, concrete (f’c), curing, joints, waterproofing, and drainage.
  • Survey Control: Axes, elevations, topographic as-builts, and approvals before casting/mounting.
  • Roofing and Waterproofing: Substrate preparation, slopes, overlaps, leak tests (flood or electronic), system warranties.
  • Carpentry, Interiors, and Finishes: Mock-ups, tolerances, leveling, joints, sealants, adhesion/cleanliness tests, punch lists.
  • Façades, Aluminum, Windows, and Metalwork: System certifications, air/water/structural testing (where applicable), seals, fastenings, and anchors.
  • Electrical Installations: Duct/tray approvals, continuity and insulation testing (megger), load testing, protection systems, grounding, labeling.
  • Mechanical / Plumbing Installations: Hydrostatic/pneumatic testing, flushing, passivation, alignment and rotation of equipment, vibration checks.
  • HVAC: Static pressure, duct tightness, functional testing, TAB (balancing), noise and vibration control.
  • Fire Protection (FPC): Piping tests (hydraulic), alarms, detectors, fire pumps, integrated testing.
  • BMS / Automation: Point verification, control logic, system integration, and communication protocols.
  • Equipment (Elevators and Others): FAT/SAT, safety tests, manufacturer and authority certifications.
  • NCR / CAR / PAR Management: Record, perform root-cause analysis (5 Whys / Ishikawa), plan corrective/preventive actions, and verify effective closure.
  • PPI Audits and Verifications: Annual/monthly plan, checklists, reports, follow-up on findings, and action effectiveness.
  • Quality Dossier / Closeout: Compile data book by package/system, test reports, certificates, O&M manuals, warranties, as-builts, and client approvals.
  • Cross-Functional Coordination: With PM, Construction, Safety, Procurement, Design, Subcontractors, and Client to ensure “Right First Time” delivery.
  • Executive Reporting and Dashboards (Power BI/Excel): QA/QC progress, RFT, NCRs, release milestones, risks, and trends.

1.    Knowledge and tools

  • Standards and Codes: Local requirements and international references (ASTM, ACI, AWS, ASME, NFPA, SMACNA, AABC/TAB, AAMA, IEC/IEEE).
  • Testing and Control Methods: Proctor, densities, cylinders/test specimens, NDT (RT/UT/MT/PT), electrical tests (continuity/megger), hydrostatic, pneumatic, tightness, TAB.
  • QA/QC Management: ITPs, NCR/CAR/PAR, root cause analysis, PFMEA/DFMEA (desirable).
  • Tools: Advanced Excel, Power BI (dashboards), Bluebeam/Acrobat, EDMS (SharePoint/ACC/Procore).
  • Technical Reading: Architectural/Structural/MEP/Fire Protection drawings, specifications, submittals, O&M manuals, and method statements.
  • Metrology and Measurement Equipment Calibration: e.g., manometers, detectors, meters

A Bachelor’s degree in Engineering is the most fitting qualification for this Quality Coordinator (QA/QC) position—typically in one of the following fields:

  • Bachelor’s degree in Engineering, Civil Engineering, Mechanical Engineering, Quality Engineering, or a related field.
