Purchasing Agent / Buyer

PURCHASING AGENT / BUYER
The successful candidate will be responsible for liaising with key procurement and plant personnel, local and overseas vendors/suppliers, freight, customs and regulatory agencies to provide the timely and cost effective supply of materials, equipment, services and supplies. The incumbent is responsible for selecting suppliers, evaluating and awarding purchase orders and contracts in accordance with the Company’s procurement policies and procedures.
Main Responsibilities:
• Prepare required purchasing documentation to support purchase transactions.
• Prepare invitations to tender and participate in the opening and analysis of tenders.
•Conduct site visits to provide bidders with adequate and balanced information on projects for which tenders are invited.
•Oversee the execution of capital and routine equipment, supplies and services purchases. Prepare and process Request for Proposal (RFP), Request for Quotation (RFQ), Invitations to Bid (ITB), and all related documentation.
•Issue and award letters or contracts. Provide administrative oversight during contract performance.
•Provide liaison services between suppliers and internal departments for procurement procedures, order status, and problem resolution; advise departments on cost effective alternatives.
•Resolve payment problems, disputes between customers and suppliers. Coordinate with Accounting, and Legal Departments where necessary.
•Assist with expediting the delivery of goods/ service as per agreed delivery timeframe.
•Ensure purchase of commodity or service complies with established trade practices, governmental regulations, Tax and Export Regulation Compliance for applicable import or export transactions.
•Identify, drive and track cost saving opportunities on assigned commodities.
•Routinely interpret the Company’s Purchasing Policy for internal customers and suppliers.
•Maintain purchasing records in accordance with established policies and procedures and audit guidelines.
•Prepare and compile departmental reports in stipulated formats and at required frequency.
Required Competencies:
•Excellent negotiation, interpersonal; relationship-building and organizational skills
•Proven ability to handle and prioritize multiple tasks
•Excellent written and oral communication and negotiation skills
•Ability to understand and comprehend technical knowledge
•Knowledge of contract law
•Ability to use independent judgment and to manage and impart confidential information.
•Ability to make administrative/procedural decisions and judgments.
Qualifications and Experience:
•BSc Degree or Diploma from a Tertiary Institution in Engineering, Business Administration, Logistics & Supply Chain Management or related discipline.
•At least three (3) years’ experience in purchasing or related discipline.
•Professional certification in purchasing, supply management and negotiation would be an asset
•Training in Enterprise Resource Planning (ERP) would be an asset
 Ability to develop and maintain key contacts.
