Position Summary

The Programme Manager will be responsible for leading and coordinating cross-functional programs across our petroleum and energy operations. This includes capital projects, infrastructure upgrades, safety and compliance initiatives, and sustainability programs. The role ensures that projects are delivered safely on time, within budget, and in accordance with regulatory standards and corporate objectives. The incumbent brings deep project leadership experience within the energy sector and is skilled at balancing operational efficiency, stakeholder engagement and strategic execution.

 

Key Responsibilities

  • Leads end-to-end program lifecycle for strategic initiatives, including upgrades, fuel terminal improvements, renewable energy integration and facility expansions.
  • Defines program scope, goals, and success criteria in alignment with operational targets and regulatory requirements.
  • Oversees cost control, scheduling, contractor management, and permitting for multiple concurrent projects.
  • Identifies opportunities to enhance operational safety, sustainability, and asset performance through effective program planning.
  • Ensures coordination across engineering, maintenance, HSE, procurement, and operations teams for program alignment.
  • Manages interdependencies between capital projects and ongoing operations to minimize disruptions.
  • Leads risk assessments and implement mitigation strategies to address environmental, safety, and financial risks.
  • Ensures contractor and vendor compliance with industry standards (API, OSHA, NEC, etc.).
  • Serves as the primary liaison between internal departments, regulatory agencies, contractors, and executive management.
  • Provides detailed program updates to executive management, including budget performance, milestone tracking, and risk analysis.
  • Builds relationships across terminals, depots, and corporate functions to support execution.
  • Prepares and deliver presentations to leadership teams or regulatory bodies as needed.
  • Implement governance protocols that reflect best practices in project management, HSE, and petroleum industry regulations.
  • Tracks and reports on programme key performance indicators, including cost performance index (CPI), schedule variance, incident rates, and quality metrics.
  • Maintains comprehensive documentation, including permits, change orders, technical drawings, and compliance reports.
  • Serves as a mentor and coach to project engineers and support staff to build a high-performing project delivery culture.
  • Promotes a safety-first mindset, ensuring all projects adhere to corporate and legislative HSE standards.
  • Champions continuous improvement in program planning and execution processes.
  • Performs any other job-related duties as required

Minimum Qualifications & Experience

  • Bachelor’s degree in Engineering, Energy Management, Project Management, or a related technical discipline (Master’s preferred).
  • Minimum of 7 years’ experience in program or large-scale project management in the petroleum, energy, or industrial infrastructure sector.
  • Project Management Professional (PMP) or Programme Management Professional (PgMP) certification required; familiarity with oil & gas construction codes and standards (API, NFPA, ASME, etc.) is a plus.
  • Proven experience managing cross-functional teams, budgets exceeding $5M+ and regulatory compliance in fuel or energy-related operations.
  • Proficiency with project management software (e.g., MS Project or similar).
