The Procurement Support Officer will support the Group Procurement Unit in delivering efficient, transparent, and compliant procurement services across all subsidiaries.

Background

VM Group’s Procurement Unit is responsible for the end-to-end procurement of goods, services, and works to support the organization’s strategic objectives. To strengthen capacity, improve operational efficiency, and ensure compliance with procurement policies, VM Group seeks to engage a Procurement Support Officer on a contractual basis for twelve (12) months.

The Procurement Support Officer will perform the following key tasks:

A. Procurement Planning & Sourcing

• Assist in the development of annual and project-specific procurement plans for goods, works, and services.

• Conduct market research and supplier prequalification to ensure the best value for money and alignment with strategic objectives.

• Draft and issue Requests for Information (RFIs), Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations to Tender, and other solicitation documents.

• Coordinate supplier briefings, bid openings, and evaluations in line with internal policies.

 

B. Procure-to-Pay (P2P) Process Management

• Support internal stakeholders in initiating and managing requisitions, purchase orders, and contract requests through VM Group’s procurement systems.

• Review and validate requisitions to ensure completeness, compliance with budgets, and proper approvals.

• Prepare purchase orders, contracts, and amendments; ensure timely processing of invoices and payments.

• Monitor supplier performance, delivery timelines, and adherence to contract terms.

• Maintain up-to-date procurement records in the Group’s systems for audit and reporting purposes.

 

C. Contract Negotiations & Management

• Lead or support contract negotiations with suppliers to secure favourable terms, including price, delivery, warranty, service levels, and other commercial aspects.

• Assist in drafting and reviewing contracts to ensure compliance with VM Group’s policies, Jamaican laws, and best procurement practices.

• Coordinate contract renewal, extension, or termination processes.

• Provide support in dispute resolution, claims management, and escalation processes where necessary.

 

D. Compliance & Reporting

• Ensure all procurement activities comply with VM Group’s Procurement Policy (POL-122), applicable laws, and regulatory requirements (including the Bank of Jamaica’s outsourcing guidelines where relevant).

• Prepare and submit regular procurement status reports, savings achieved, and supplier performance metrics to management.

• Assist in preparing reports for internal and external audits.

 

E. Stakeholder Engagement

• Provide guidance and support to internal stakeholders on procurement procedures, policies, and systems.

• Facilitate training or onboarding sessions for departments on procurement processes when required.

• Act as a liaison between the Procurement Unit and suppliers/vendors.

 

Qualifications & Experience

 

Required:

• Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Finance, Law, or a related discipline.

• Minimum of 3–5 years’ experience in procurement, contract management, or supply chain operations (preferably in the financial services sector or regulated industry).

• Proven experience in managing end-to-end P2P processes and leading contract negotiations.

• Working knowledge of procurement software systems (e.g., Oracle, SAP, Coupa, or equivalent).

• Strong knowledge of procurement best practices, risk management, and compliance with Jamaican laws and regulations.

 

Preferred:

• Certification in Procurement/Supply Chain (e.g., CPSM, CIPS, or equivalent).

• Experience in multi-entity or group procurement environments.

• Strong vendor relationship management and negotiation skills.
