PROCUREMENT OFFICER

 

The Trinidad and Tobago Trade and Investment Promotion Agency Limited (trading as Global Trinidad and Tobago) invites suitably-qualified candidates to apply for the position of Procurement Officer. The Procurement Officer supports the Senior Procurement Officer and is responsible for procurement of goods, works and services in full compliance with the Public Procurement and Disposal of Public Property Act 1 of 2015 (PPDPPA) as amended, the Procurement Regulations, OPR Handbooks and Guidelines and TTTIPA’s Procurement Policies and Procedures.

The Procurement Officer provides services to both internal and external stakeholders of TTTIPA, through the timely and cost-effective acquisition of goods and services, and proper disposal of assets all in keeping with the guiding Legislations and organizational policies and procedures.

The incumbent will support procurement strategy development, assist in contract negotiations, and contribute to the preparation of annual procurement plans and reports. The role also requires ongoing market research to identify emerging trends and potential suppliers, as well as maintaining procurement reports and dashboards to ensure compliance with the Act and its subsequent handbooks and guidelines as issued by the Office of the Procurement Regulation (OPR).

KEY RESPONSIBILITIES

  • Analyze and prepare appropriate strategy notes for both planned and unplanned procurement requests to determine appropriate procurement methods and approaches.
  • Supports the Senior Procurement Officer in ensuring compliance with MOF procurement guidelines, the Public Procurement and Disposal of Public Property Act and the OPR’s Handbook & Guidelines
  • Prepare solicitation packages for proponents, review and respond to requests for clarifications and ensure that packages received, whether physically or electronically.
  • Perform evaluations of quotations/proposals/tenders for cost, quality, delivery, and compliance with specifications to ensure value for money.
  • Provide guidance and support to internal stakeholders on procurement policies, procedures, and legislative requirements.
  • Assist in the preparation and submission of reports to the Office of the Procurement Regulation (OPR) including monthly, quarterly and annual reports, including internal reports to management.

COMPETENCIES

  • In-depth knowledge of the Public Procurement and Disposal of Public Property Act of 2015 as amended, the Regulations and the Handbooks and Guidelines as issued by the Office of the Procurement Regulation.
  • Ability to effectively establish and maintain interpersonal working relationships.
  • Strong supplier relationship management skills.
  • Proficiency in procurement software and ERP systems.

QUALIFICATIONS

  • Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, Finance or related field from a recognised University
  • Certification in Procurement and Supply (e.g., CIPS level 4 or higher) or equivalent qualification is an asset

Or

  • A combination of certification and work experience will be considered

EXPERIENCE

  • A minimum of 2-3 years’ experience performing procurement duties (public or quasi-governmental organization experience considered an asset)
  • Solid understanding of the Public Procurement and Disposal of Public Property Act, OPR guidelines, and public procurement principles.
  • Experience in sourcing, tendering, vendor negotiation, and contract administration.

  

May be required to work extended hours to meet reporting or procurement deadlines.

Primarily office-based with occasional travel for site visits, supplier meetings, or training.
