Role Summary

We are seeking a Procurement & Contracts Officer to join our Supply Chain Management (SCM) team for a 6-month contract. This role provides critical support to procurement and contract administration, ensuring efficient sourcing, compliance, and strategic vendor management, all aligned with the client’s business objectives.

Key Responsibilities

  • Lead solicitation processes (RFQ, RFP, ITB), including preparation, evaluation, and recommendation.
  • Negotiate, develop, and execute contracts for goods and services, including Master Service Agreements (MSAs), Strategic Partnership Arrangements (SPAs), and Blanket Purchase Agreements (BPAs).
  • Review and ensure compliance with contract terms and obligations.
  • Monitor supplier performance, track compliance, and report non-performance or risk.
  • Maintain contract administration systems: procure-to-pay cycle tracking, reporting dashboards, KPI trackers.
  • Support budgeting, cost management, and strategic sourcing initiatives.
  • Generate monthly, weekly, and ad-hoc procurement and contract management reports.
  • Prepare statutory reports for regulatory bodies (e.g., Ministry of Finance, Office of Procurement Regulation).
  • Participate in procurement strategy planning, cost optimization, and vendor rationalization.
  • Maintain confidentiality of information and ensure audit‑ready documentation.
  • Comply with PPGPL’s Health, Safety & Environment (HSE) protocols for any site visits, including mandatory drug testing, safety training, and the use of personal protective equipment (PPE).

Required Qualifications & Skills

  • Education: Bachelor’s degree in Business Management, Supply Chain Management, Engineering, Economics, or related field.
  • Certification (Asset): CIPS or ISM certification.
  • Experience: Minimum of 5 years in procurement or contract management, preferably in the energy or petrochemical industry.
  • Knowledge & Skills:
    • Strong negotiation and commercial analytical skills
    • Deep understanding of procurement regulations, contract law, and tendering methods
    • Experience managing MSAs, BPAs, strategic sourcing
    • Supplier performance monitoring and compliance management
    • Audit and quality documentation experience
    • Proficiency in Microsoft Office
    • Familiarity with Oracle Financials and SAP Ariba is preferred

Health, Safety & Environment (HSE)

  • All contractors must comply with the client’s HSE requirements.
  • Must complete mandatory drug testing (every three months), PLEA training, and annual safety orientation.
  • Provide own PPE for any required site access.
