Planning, Monitoring, Evaluation and Reporting Officer
The Students’ Loan Bureau (SLB) invites applications from suitably qualified persons for the following position:
Planning, Monitoring, Evaluation and Reporting Officer(Level 7)
Under the direct supervision of the Senior Strategic Services Officer, the incumbent is responsible for effective and efficient strategic and corporate planning, monitoring, evaluation and reporting on performance in order that SLB achieves its Mission, Vision and Major Targets in a sustainable manner.
DUTIES AND RESPONSIBILITIES
Planning
- Contribute to the development of the Corporate Services Division's annual strategic planning process, resulting in the division's cascaded strategic plan and scorecard.
- Update, in conjunction with direct supervisor, own Job Accountability, ensuring alignment to the Bureau's cascaded strategic plan and scorecard.
- Develop, in conjunction with direct supervisor, own individual development plan arising from the performance review process.
Execution
- Develop and implement strategic and corporate planning processes and frameworks, including cascading, in collaboration with relevant stakeholders, to ensure alignment with SLB's mission, vision, and major targets, ensuring that planning processes are clear, comprehensive, and inclusive.
- Develop and implement performance monitoring and evaluation systems and processes to track progress against SLB's strategic and operational plans, ensuring that data is collected, analysed, and reported accurately and in a timely manner, while maintaining data confidentiality and security.
- Provide guidance and support to internal stakeholders on planning, monitoring, and evaluation processes and practices, ensuring that all staff are aware of their roles and responsibilities in achieving SLB's objectives, and that they receive adequate training and resources to carry out their duties effectively.
- Conduct regular reviews and analysis of performance data, and prepare reports and presentations on key findings, trends, and areas for improvement to inform decision-making by SLB management and stakeholders, ensuring that reports are accurate, clear, and actionable.
- Collaborate with internal teams to identify and address areas of underperformance, and to develop and implement corrective action plans to improve performance, ensuring that corrective actions are feasible, effective, and aligned with SLB's objectives.
- Prepare performance reports for internal and external use.
Monitoring and Reporting
- Contribute to the preparation of the Corporate Services Division's monthly performance report in the scorecard format, then attend the monthly divisional strategy review meeting in discussing performance issues, ensuring there are diagnoses and corrective actions for any performance variances.
Qualifications and Experience
- First Degree in Management or equivalent;
- Specialized training in Monitoring and Evaluation.
- Three (3) years’ experience in Planning, Monitoring and Evaluation.
Skills, Behaviours and Competencies Required
- Knowledge of strategic planning frameworks, methodologies, and tools.
- Understanding of monitoring and evaluation principles, methods, and tools.
- Understanding of organizational performance measurement and reporting.
Remuneration Package
- Basic Salary $4,266,270.00 - $5,737,658.00
