The Payroll Officer is responsible for the accurate and timely processing of payroll for the Commission in accordance with Government of Jamaica (GOJ) financial regulations, applicable legislation, and established internal policies and procedures.

Job Summary

The Payroll Officer is responsible for the accurate and timely processing of payroll for the Commission in accordance with Government of Jamaica (GOJ) financial regulations, applicable legislation, and established internal policies and procedures. The post holder ensures proper calculation of salaries, allowances, statutory deductions and other payroll-related transactions, maintains payroll records, and provides support in responding to payroll-related queries and audit requirements.

 

Key Responsibilities

Payroll Processing and Administration

• Prepare and process monthly and fortnightly payroll in accordance with approved timelines
• Calculate salaries, allowances, overtime, gratuity, and statutory and voluntary deductions using the approved payroll system
• Ensure accurate input of new employees, salary adjustments, promotions, resignations, and other payroll changes in collaboration with the Human Resource Unit
• Prepare and disseminate pay advices to employees in a timely manner
• Post payroll summaries and related journals to the General Ledger
• Maintain accurate and up-to-date payroll records and supporting documentation

 Compliance and Statutory Obligations

• Ensure compliance with GOJ accounting policies, Staff Orders, tax regulations, NIS, NHT, Education Tax and other statutory requirements
• Prepare and submit statutory deductions and related reports within prescribed timelines
• Maintain confidentiality of employee personal and salary information in accordance with applicable data protection requirements
• Assist with payroll-related internal and external audit queries and implement approved recommendations

 

Reconciliation and Reporting

• Prepare payroll reconciliations, including statutory deductions and salary control accounts
• Generate routine and ad-hoc payroll reports for review by the Director, Finance & Accounting
• Support the preparation of financial and management reports relating to payroll expenditure
• Liaise with financial institutions and relevant authorities regarding payroll disbursements and statutory payments

 Stakeholder Engagement and Support

• Respond to employee salary-related queries in a professional and timely manner
• Liaise with the ICT Unit regarding payroll system issues to minimise processing delays
• Provide accounting and administrative support within the Finance Department as required

 Other Duties

• Undertake any other related duties as may be assigned by the Director, Finance & Accounting

Minimum Required Qualifications and Experience

• Bachelor’s Degree in Accounting, Management Studies (Accounting), Business Administration, or related field

OR

• AAT Level 3 / ACCA-CAT Level C (Level 3) / ACCA Level 1

OR

• Diploma in Government Accounting (MIND) – Levels 1, 2 and 3

• Minimum of two (2) years’ experience in payroll accounting, preferably within the Public Sector
• Sound knowledge of GOJ accounting policies, financial regulations, and statutory payroll requirements
• Proficiency in the use of payroll and accounting software

 

 

Remuneration: Salary Scale $2,190,302.00 - $2,945,712.00 per annum plus gratuity
