Monitoring & Evaluation Officer (GMG/SEG 1) Salary Scale: J$3,501,526.00 – J$4,709,163.00 per annum

Reporting to the Senior Director, Project Implementation, Monitoring and Evaluation, the Monitoring & Evaluation Officer will be responsible for supporting the development, coordination, implementation, monitoring, and evaluation of disaster preparedness, disaster risk reduction, resilience-building, and disaster response projects and programmes of the Agency. The incumbent will also support evidence-based planning, performance reporting, and the preparation of proposals for funding from bilateral and multilateral development partners.

Key Responsibilities

  • Coordinate and support the monitoring and evaluation of ODPEM’s projects, programmes, and initiatives.
  • Develop and implement monitoring and evaluation frameworks, indicators, and reporting tools for Agency programmes.
  • Conduct baseline assessments, performance reviews, impact evaluations, and data verification exercises.
  • Collect, analyse, and interpret qualitative and quantitative data to support evidence-based decision-making.
  • Track and report on project implementation progress against approved work plans, targets, and performance indicators.
  • Review and analyse programme and project reports to identify implementation gaps, risks, bottlenecks, and areas for improvement.
  • Prepare analytical reports, briefs, dashboards, presentations, and other monitoring documents for management and stakeholders.
  • Develop and maintain databases and systems for monitoring programme performance and outcomes.
  • Support strategic planning, results-based management, and corporate reporting processes.
  • Establish and maintain feedback and quality assurance mechanisms for monitoring and evaluation processes.
  • Document and disseminate success stories, lessons learned, case studies, and good practices from disaster preparedness and response initiatives.
  • Assist with the development of project proposals and concept notes for submission to funding agencies and development partners.
  • Liaise with stakeholders, partners, consultants, and implementing agencies on monitoring and evaluation activities.

  • Knowledge of qualitative and quantitative research methods and data collection techniques.
  • Ability to design logical frameworks, results frameworks, KPIs, and performance indicators.

  • Proficiency in report writing and technical documentation.
  • Knowledge of strategic planning and results-based management.
  • Experience using data analysis and reporting tools, including Microsoft Excel, Microsoft Power BI, and statistical software applications.
  • Ability to prepare and present monitoring and evaluation findings effectively.
  • Knowledge of project monitoring, impact assessment, and performance measurement techniques.
  • Understanding of participatory research methodologies and stakeholder engagement processes.

Minimum Required Qualifications and Experience

  • Master’s Degree in Monitoring and Evaluation, Development Studies, Public Policy, Sociology, Economics, Public Administration, Project Management, Social Sciences, or a related field.
  • Specialized training in Monitoring and Evaluation and/or Project Management.
  • Minimum of five (5) years’ experience in monitoring and evaluating projects and programmes.
  • Experience in Disaster Risk Reduction (DRR), emergency management, resilience-building, or development programming would be an asset.
  • Experience working with donor-funded projects and reporting frameworks would be an advantage.
