This role will manage the procurement function by directing the planning, implementation, and execution of activities relating to procurement and contract management in compliance with the Public Procurement & Disposal of Public Property Act.

DUTIES AND RESPONSIBILITIES: 

  • Ensures strong relationships with business stakeholders and be aligned with agreed upon department and business goals. 
  • Development and implementation of procurement strategies and plans. 
  • Function within the ambit of the Public Procurement and Disposal of Public Property Act of 2015; liable Officer for any contravention. 
  • Development and implementation of procurement policies and procedures. 
  •  Oversee a team of procurement specialists including schedule and workload management. 
  • Schedule and manage the procurement team to ensure on-time delivery of RFP packages and Final Bid / Evaluation Analysis. 
  • Facilitate development of scopes of work/services based off technical packages and consultation with Clients, key personnel and relevant stakeholders. 
  • Provide guidance to other departments in setting a procurement strategy for departmental projects. 
  • Oversee the development of bid packages for engineering, construction services, consultant services and any other goods and services for the company. 
  • Provide oversight of the bid process including participating in scope review meetings with contractors, suppliers and consultants to provide scope clarification, and review vendor bids. 
  • Complete final bid negotiations, develop commercial bid tabulations, and write Recommendations for Award, for the Procurement and Disposal Advisory Committee (PDAC) approval. 
  • Develop and manage key supplier relationships. 
  • Develop and maintain monthly reports. 
  • Help to deliver program level savings by recognizing synergies across multiple activities. 
  • Coordinate and communicate with other departments. 
  • Aware of industry trends and best practices and apply these whenever appropriate. 
  • Achieve annual savings target in line as set by the organisation. 
  • Perform any other related duties as necessary. 

 

QUALIFICATIONS AND EXPERIENCE: 

Minimum Requirements: 

  • B.Sc. degree in Engineering, Law, Procurement, Finance, Business Administration or Commerce Supply Chain Management, or Logistics. 
  • A Master’s Degree preferred, not required, in Business Management, or Supply Chain Management. 
  • Procurement related certifications, such as Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) or Certificate in Procurement and Supply (CIPS). 
  • Advanced computer skills including but not limited to Microsoft Excel, Microsoft Word, Microsoft Outlook, and ERP applications. 
  • Knowledge of Central Tenders Board Act and the Public Procurement and Disposal of Public Property Act. 
  • Knowledge of principles and practices of public sector procurement. 
  • A minimum of ten (10) years’ experience including broad expertise in the management of public procurement in the public or private sector; with a minimum of five (5) years leading a procurement team / department.

  • Strong interpersonal and communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing. 
  • Ability to work independently with minimal guidance. 
  • Excellent negotiating and contract management skills. 
  • Good knowledge of supplier or third party management software. 
  • Experience in collating and analyzing data and an aptitude for decision-making. 
  • Strong leadership capabilities. 
  • Strong supply chain market awareness. 
  • Ability to build effective working relations with clients and colleagues.
