To develop and administer technical standards, policies, and certification criteria governing concessionaires’ networks, services, interconnection, quality of service, tower administration, and telecommunications equipment.
Job Title: MANAGER-NETWORKS AND STANDARDS
Job Summary
To develop, establish and administer technical standards and policies for the Authority’s oversight of concessionaires’ networks and services, inclusive of interconnection, quality of service and tower administration; standards and criteria for certification of telecommunication equipment and radiocommunication devices; and compliance standards for concessionaires’ networks and infrastructures. To oversee the development and management of GIS systems, databases, and tools to support telecommunications regulation, spectrum management, and infrastructure planning.
Key duties and responsibilities
- Develop standards, methods and policies for the Authority’s oversight of the Concessionaires’ networks to ensure conformity with the Trinidad and Tobago Telecommunications (Interconnection) Regulations, the Authority’s Regulations and applicable international standards.
- Develop the Quality of Service (QoS) framework and regulatory practices, QoS Policy Indicators and Guidelines and advise on the performance of Concessionaire’s networks to ensure concessionaires of public telecommunication services meet with required QoS standards, measurement methods and reporting obligations in Schedules 1 and 2 of the Trinidad and Tobago Telecommunications (Interconnect) Regulations.
- Review plans submitted by Concessionaires for the upgrading/replacement or expansion of Concessionaire’s network to ensure compliance with the Authority’s standards and Quality of Service objectives.
- Develop and establish criteria and procedures for equipment standardization and certification for all telecommunications and broadcasting equipment consistent with the Trinidad and Telecommunications Act and in collaboration with the Trinidad & Tobago Bureau of Standards and any other local, regional and international agencies.
- Develop and establish the approval process for processing applications from concessionaires in accordance with the Authority’s Procedures of Non-objections for Applications to Town and Country Planning (TCPD) for approval of Telecommunications Structures.
- Develop frameworks and policies for the technical oversight of broadcasting systems in Trinidad and Tobago.
- Provide technical advice for the approval processes for the issuance of licenses broadcasting (including TV transmitting and sound broadcasting) and broadcast auxiliary systems (radio and television studio-to-transmitter links).
- Coordinate the development of frequency management systems and associated tools for proper management and administration of the frequency assignments for broadcasting systems.
- Develop Radio and Television technical broadcasting standards for Trinidad and Tobago in conformity with international and ITU standards.
- Oversee the development, maintenance, and enhancement of GIS systems, databases, and tools to support telecommunications regulation and spectrum management.
- Ensure GIS outputs align with organizational objectives and regulatory standards, while exploring emerging technologies to improve operations.
- Provide geospatial insights to support regulatory strategies, represent the organization in GIS-related discussions, and facilitate GIS applications in risk assessment and disaster preparedness.
- Lead the development of cybersecurity standards and guidelines that will be applicable to the public telecommunications networks and broadcast services provided in Trinidad and Tobago.
- Provide input into the Technical Infrastructure Vision/Plan for the Authority and ensure that technology plans integrate effectively into the current/future infrastructure.
- Monitor key technological trends, industry standards, and directions in the marketplace and maintain a continuing awareness of a broad range of emerging information technologies, trends and concepts.
- Provide advice, guidance and technical assistance to other Divisions on technical issues relating to the concessionaires’ networks and broadcasting systems.
- Coordinate the development of the department’s policies, procedures, plans, frameworks, consultation documents and decisions.
- Provide advice, guidance, coaching and on the job training for staff as required.
- Ensure a safe and harmonious work environment by treating with staff issues and resource requirements in a consistent and timely manner in accordance with the Authority’s policies and procedures.
- Set performance objectives, monitor goal attainment and conduct staff performance appraisals in accordance with the performance management.
- Comply with the HSE policy & procedures of the Authority and cooperate with workplace health and safety measures and initiatives.
- Ensure risk management activities for areas of responsibility are implemented, regularly monitored and maintained and regularly inspect work areas and activities of subordinates to identify hazardous working conditions and implement corrective actions.

Qualifications and Experience
- Recognized bachelor’s degree in electrical engineering, telecommunications or related field.
- Recognized master’s degree in engineering or related field, or an MBA would be an asset.
- Minimum of five (5) years’ experience at a managerial level in telecommunications organizations.
- Minimum of five (5) years’ experience with national & international access facilities, Next Generation Networks, Internet, Broadband access technologies and broadcasting international experience in telecommunications.
- Experience in Project Management.
- Professional technical experience in a service-oriented environment dealing with international customers and/clients.
- Experience in GIS systems, spatial analysis tools, and geospatial databases would be desirable.
- Proficiency in telecommunications equipment certification and compliance standards.
