Manager, Information and Communication Technology

The Barbados Light & Power Company Limited (BLPC) is seeking applications from suitably qualified professionals to fill the position of Manager, Information and Communication Technology. This is a dynamic Senior Management position in a diverse organisation where the successful candidate will be responsible for:

• Developing and executing the Company’s ICT strategy to support business objectives, operational excellence, and digital transformation initiatives.
• Providing leadership and direction for enterprise ICT infrastructure, applications, cybersecurity, data management, service desk and integration. 
• Leading and developing a diverse ICT team to deliver reliable, secure, and cost‑effective technology services across the organisation.
• Advising executive and senior management on ICT matters, emerging technologies, risks, and opportunities to support informed decision‑making.
• Ensuring the availability, integrity, and confidentiality of information systems through robust cybersecurity controls, disaster recovery, and business continuity planning.
• Overseeing the planning, implementation, maintenance, and optimisation of ICT systems, networks, and platforms, including vendor and contract management.
• Establishing and maintaining ICT policies, standards, procedures, and governance frameworks to ensure compliance with legislation, regulatory requirements, and best practices.
• Managing ICT project portfolios, including system upgrades, integrations, and digital initiatives, ensuring delivery on time, within scope, and within budget. 
• Monitoring and analysing ICT performance metrics to drive service improvement, efficiency, and value for money.
• Developing and managing the Department’s budget, work plans, and resource allocation.

Qualifications and Experience

• Proven track record in leading ICT functions within a complex, technology‑dependent, or operationally critical environment.
• Demonstrable leadership, people management, and team development capabilities.
• Strong knowledge of ICT infrastructure, enterprise applications, cybersecurity, data protection, and ICT governance.
• Sound understanding of risk management, business continuity, disaster recovery, and information security frameworks. 
• Experience managing ICT vendors, contracts, and service level agreements.
• Strong analytical, problem‑solving, and stakeholder engagement skills.
• Graduate level education in Information Technology, Computer Science, Information Systems, or a related field.
• Relevant professional ICT or cybersecurity certifications (e.g., ITIL, CISSP, CISM, PMP) would be an asset.
• 8 – 10 years’ ICT experience, with a minimum of 5 years in a senior or decision‑making ICT leadership role.
