Job Description:

In direct collaboration with the Engineering Director (MEMD), the MEPMC will be responsible for planning and executing one phase of the engineering project.

The objective is to control the schedule, cost, and scope of the project as defined by the Project Manager, leading a designated team of engineering supervisors to establish guidelines, coordinate activities, and ensure the achievement of project objectives.

Hierarchical and Functional Reporting Line:

Will report hierarchically to the MEP Director (Director of Mechanical, Electrical and Plumbing).

Activities and tasks

FUNCTIONS

  • Planning to optimize resource utilization, minimize conflicts, and resolve issues creatively.
  • Determining the overall project duration by tracking work hours and defining the timeline for each phase.
  • Reviewing and analyzing drawings from the different disciplines (electrical, plumbing, HVAC, industrial kitchens,  fire protection systems, and BMS).
  • Preparing operational schematics for the above-mentioned disciplines.
  • Verifying and preparing bills of quantities for budget requests and/or drafting technical specifications for procurement processes.
  • Reviewing and analyzing technical and financial cost estimates
  • Preparing technical and financial comparison reports.

RESPONSIBILITIES 

  • Cost Management: Establishing and controlling the budget to ensure the engineering project is completed within the approved financial framework.
  • Quality Assurance: Ensuring that subcontractors and contractors complete their work in full compliance with applicable codes, standards, and regulations.
  • Contract Administration: Ensuring contractual obligations are met and that all parties involved are aligned and satisfied with the project’s progress. This may include evaluating timelines and preparing financial estimates for client-requested changes.
  • Safety Management: Identifying and minimizing risks on construction sites to protect employees, and ensuring that all team members strictly adhere to on-site safety rules and guidelines.
  • Communication: Acting as the primary point of contact for all stakeholders, ensuring clear communication of expectations, updates, and any project changes.
  • Any other related duties that may be assigned from time to time by the management team.

Phases

1. Initiation Once the engineering firms are awarded the contract, the MEPM prepares a feasibility report. This document determines whether the engineering project can be executed within the established timeframe and budget.

2. Planning In the next stage, the MEPM organizes the documentation and overall structure of the engineering project:

  • Engineering Project Management Plan: This document outlines how the project will be executed, including cost estimates. Project management plans typically evolve as the project progresses and are essential for establishing the schedule and budget objectives.
  • Scope Document: This document defines the project’s purpose, benefits, requirements, and key elements. It ensures that all stakeholders clearly understand expectations and deliverables.
  • Work Breakdown Structure (WBS): A hierarchical breakdown detailing how the team will accomplish each phase and objective of the engineering project. It includes budgets and timelines for each construction stage, helping ensure completion within a reasonable timeframe.
  • Risk Management Plan: This plan identifies potential risks associated with the project. It enables the MEPM to anticipate potential issues and allocate resources effectively to mitigate them. Developing a risk management plan helps identify risks before work begins.

3. Execution The MEPM oversees the project schedule to ensure that each phase is completed safely, on time, and within budget.

4. Monitoring Throughout the project, the MEPM continuously monitors employee safety and measures progress. As progress is tracked, adjustments to timelines and objectives are made as necessary. Engineering projects are often long and complex, requiring ongoing refinements to meet established goals. The MEPM also supervises work quality to ensure compliance with technical and performance standards.

5. Close-Out / Delivery The MEPM closes the engineering project by evaluating whether the team met the initial objectives and how accurately the budget was estimated. A final report is prepared to assess overall performance and to improve future schedule and budget forecasting.

SERVICES

  • Providing guidance on the preparation of reports (if assigned at this stage).
  • Providing support during the procurement process.
  • Advising on site inspections.
  • Advising on feasibility, constructability, cost, and design scheduling.
  • Providing guidance on statutory and regulatory approvals.
  • Defining key performance indicators (KPIs) for contractors.
  • Advising on required testing and inspections.
  • Planning and controlling project costs.
  • Preparing the construction schedule and defining on-site work methodologies.
  • Organizing site logistics, including accommodations, fencing, access roads and walkways, drainage, and power and water supply.
  • Managing site inspectors.
  • Reviewing and compiling as-built documentation, the user manual, project manual, health and safety file, pre-construction information, and the construction phase plan.
  • Chairing site progress meetings and preparing progress reports for the Engineering Director (MEMD

Education:

  • Bachelor’s degree in Electromechanical Engineering, Industrial Engineering, Mechatronics Engineering, or a related field.

Expertise:

  • Minimum of 3 years of experience with an international construction company.
  • At least 3 years serving as MEPM on projects with a unit value exceeding USD 50 million.
  • Minimum of 3 years of experience in the hotel sector.
  • Experience in the real estate sector is a plus.
  • Proven experience in the development of new-build construction projects is essential.

Competencies:

  • Established professional experience in supervising engineering projects.
  • Strong technical knowledge, results-oriented, with excellent team management and leadership skills.
  • Able to take initiative in a changing environment and respond effectively to project needs.
  • Knowledge of applicable codes, standards, and regulations.
  • Experience in new-build projects and coordination of multiple stakeholders.
  • Excellent interpersonal skills with a results-driven mindset.
  • Dynamic, organized, rigorous, and autonomous.
  • Skilled at interacting with all types of stakeholders and reporting to supervisors.
  • Capable of managing priorities, taking initiative, and adapting to different project actors.
  • Proficient in engineering project management tools and methodologies.
  • Maintains and updates monitoring tools, including progress dashboards, schedules, budgets, task organization charts, and communication tools.
  • Proficient in technical drawing and related software applications.
