Job Summary

To treat with legal matters at the Authority, undertake legal analysis and prepare advice under the direction of the Manager - Legal Affairs.

 

Key Duties and Responsibilities

  1. Provide legal advice and guidance to ensure the Authority operates in accordance with the Telecommunications Act, Chapter 47:31 and the law.
  2. Advise on licensing, concessions, compliance obligations, spectrum and numbering matters, and support the development of policies and procedures for granting and monitoring telecommunications and broadcasting authorisations.
  3. Advise the Authority on international regulatory and legal requirements in the conduct of its operations.
  4. Prepare and draft legal documents and legislative instruments, including regulations and rules for the Authority as required.
  5. Provide advice on consultations on regulatory matters and provide feedback on recommendations.
  6. Assist in the development, review, and implementation of regulatory frameworks, guidelines, policies and procedures related to telecommunications and broadcasting services.
  7. Perform the functions and duties of Telecommunications Inspector as appointed by the Authority under Section 46 of the Telecommunications Act Chapter 47:31 as required.
  8. Support investigations relating to breaches of licenses, concessions, and regulatory obligations and effect enforcement action as may be required.
  9. Provide support in dispute resolution processes under Section 82 of the Telecommunications Act Chapter 47:31 as required.
  10. Support the management of litigation, including liaising with external legal counsel, reviewing pleadings, and preparing internal legal analysis.
  11. Examine and provide support in the preparation of Board Notes.
  12. Draft and negotiate contracts, MOUs, NDAs, and service agreements for the Authority and ensure contracts align with statutory requirements, procurement rules, and the Authority’s policies.
  13. Advise on procurement, industrial relations, freedom of Information and other internal governance matters.
  14. Assist with reviewing existing policies for legal adequacy.
  15. Maintain and safeguard official and legal records, documents, reports, files, statements and information as required by law.
  16. Develop work plan with Manager, Legal Affairs.
  17. Comply with the HSE policy & procedures of the Authority and cooperate with workplace health and safety measures and initiatives.
  18. Take reasonable care for own safety and the safety of others and report all accidents, injuries, near misses and hazards to Manager/Supervisor.
  19. Perform other related duties as required by job function.

 

Qualifications and Experience:

  1. Recognised Bachelor of Laws (LLB) Degree.
  2. Legal Education Certificate (LEC) or its equivalent from a recognised institution.
  3. Minimum of five (5) years’ experience as a practicing Attorney at Law.
  4. Experience in civil, criminal legal practice and legislative drafting.
  5. Experience in telecommunications law, industrial relations law, litigation and company law would be an asset.
