The Investigator conducts special investigations into suspected or actual breaches of the Betting, Gaming and Lotteries Act

The Betting, Gaming & Lotteries Commission (BGLC), Jamaica’s principal regulator for betting, gaming, and lottery activities, is seeking a results-driven professional to join its Enforcement Division as an Investigator.

 

THE ROLE

Under the direction of the Senior Investigator, the Investigator conducts special investigations into suspected or actual breaches of the Betting, Gaming and Lotteries Act. The role supports the integrity of the gaming industry through evidence gathering, background vetting, surveillance operations, and prosecution support. Investigations may include complex, multi-agency cases requiring coordination with local and international enforcement partners.

 

KEY RESPONSIBILITIES

  • Conduct investigations into regulatory breaches, financial fraud, and illegal gaming activities.
  • Perform background checks for licensing applicants and existing stakeholders.
  • Lead or support surveillance, interviews, interrogations, audits, and seizure operations.
  • Use electronic surveillance tools and equipment (e.g., cameras, radios) during field investigations.
  • Analyze financial documents, business records, and audit trails to detect discrepancies or false representations.
  • Utilize advanced investigative methods including Source of Funds (SOF) and Source of Wealth (SOW) assessments.
  • Compile detailed investigation reports for administrative or legal proceedings.
  • Prepare and present evidence in court and support successful prosecution outcomes.
  • Collaborate with law enforcement agencies, financial institutions, and internal departments.
  • Provide technical guidance to junior investigators and external partners during joint operations.

 

QUALIFICATIONS & EXPERIENCE

  • Bachelor’s Degree in Business Administration, Accounting, or a related field.
  • At least three (3) years’ experience in regulatory, investigative, or forensic environments.
  • Professional training and/or certification in law enforcement, investigation, or forensic auditing is an asset.
  • Sound knowledge of investigative techniques, judicial processes, and relevant legislation.
  • Familiarity with cybercrime and financial crime investigations is advantageous.

 

 

CORE COMPETENCIES

  • In-depth knowledge of the Betting, Gaming and Lotteries Act and AML/CTF risks.
  • Skilled in forensic analysis, evidence handling, and case documentation.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Strong interpersonal, written, and verbal communication skills.
  • Proficiency in relevant computer applications and investigative tools.

 

WORKING CONDITIONS

  • May involve extended hours, weekend work, exposure to varying environments, and coordination with armed security personnel.
  • Required to work on-site and in the field under varying operational conditions.
