 The Institution Manager develops, leads, directs and coordinates the HEART/NSTA Trust’s Workforce Development Training Programmes, assessments services for employers and employees, job placement programme and gives assistance to the Trust’s Training-Based Enterprise. The Manager collaborates with various stakeholders to establish and manage partnerships and Memorandum of Understanding (MOU) as the Trust lends support to key sectors and industries. The Manager maintains the physical plant infrastructure to ensure that the Centre meets and maintains optimum health and safety compliance conducive to the training, assessment and the well-being of all participants. In addition, the Manager conducts effective induction and orientation sessions and provides opportunities for on-going development of staff and trainees, monitors and evaluates the effectiveness of all training programmes, liaise with the NCTVET to ensure accreditation/reaffirmation/Accredited Training Organisation (ATO) Status of programmes, manages disciplinary processes consistent with the HEART/NSTA Trust’s policy, and responds to enquiries and requests in a timely manner.

REQUIRED EDUCATION/EXPERIENCE/EXPERTISE:

ü  NVQ-J Level 5 Certification or Bachelor’s Degree in areas, such as Education/Technical Vocational Education and Training, Business Administration

ü  At least three (3) years relevant work experience in a supervisory/managerial position in any one or combination of these business environment: public administration, financial and allied services institutions, Information Communication and Technology (ICT) enterprises, higher education service institution, and service organizations

KEY COMPETENCIES:

ü  Sound knowledge of Technical Vocational Education and Training Systems, Adult Education and Lifelong Learning Programmes and National Youth Development Systems

ü  Excellent Leadership skills

ü  Ability to assess problems, identify appropriate actions and communicate solutions to management, staff and student customers

KEY DUTIES:

ü  Develops and maintains satisfactory relationship with families, community

ü  groups and organisations to garner support for, and assistance with, the work of the Centre and enhance community integration

ü  Participates in the evaluation of training courses and recommend modification, where necessary, to satisfy industry needs and in keeping with the national priorities of the Trust

ü  Participates in the recruitment of staff for the Centre and recommend transfer, promotion, termination and leave in accordance with established human resource policies and procedures

ü  Monitors and evaluates the performance of direct reports, prepare performance appraisals and recommend training and other developmental opportunities where necessary

ü  Coordinates the preparation and management of the Trust’s budget ensuring its relevance to the Corporate, Divisional and Departmental objectives

ü  Manages the review of budget proposal and make adjustments and/or recommend alternative course of action to ensure effective utilization of the financial resources in achieving corporate objectives

ü  Monitors expenditures to ensure they are in keeping with agreed objectives

ü  Oversees the physical facilities to ensure that the needs of the Centre are satisfactorily met and, where necessary, recommends re-organisation/ upgrade of the facilities

ü  Establishes and maintains network of industry associations, stakeholders and other relevant persons and groups to encourage partnerships and information sharing to enhance the operations of the Centre

ü  Monitors and reviews expenditure against performance and budget and advise the Trust on the required interventions for fiscal re-alignments

ü  Develops proposal to improve and maintain the integrity of the physical plant infrastructure of the Centre

ü  Encourages diversification in the methodologies/approaches in the training & assessment deliveries of all training programmes

ü  Conducts interactive and informing performance appraisals and recommends training and other development programmes for staff in the unit

ü  Prepares and delivers a range of technical reports to the executive to guide their decision-making activities

ü  Provides leadership and guidance to staff through effective planning, delegation, communication, training, mentoring and coaching

ü  Coordinates the welfare and development needs of staff at the Centre are clearly identified and addressed

ü  Coordinates with Career Development Services/Employment and Career Services for the recruitment of trainees to meet enrolment and training targets for the Centre

NB:  This position requires the successful candidate to travel in the execution of his/her duties, and as such, all applicants MUST possess a reliable Motor Vehicle and a valid Drivers’ Licence.
