Purpose of Consultancy
 
 
The Programme Coordinator plays a key role in supporting the acting Liaison Officer for Belize to strengthen the country’s capacity to implement the International Conference on Population and Development (ICPD) Program of Action within the context of its national development efforts for the achievement of the Sustainable Development Goals, thus ensuring national ownership. 

The Programme Coordinator substantively contributes to advancing a policy-oriented agenda, leveraging the resources of national governments, building strategic alliances and innovative partnerships with counterparts in government, multilateral and bilateral agencies, civil society, academia and the private sector, while developing internal and external communication.

The Programme Coordinator proactively supports the resource mobilization strategies at country level and provides the SRO Director and the SRO Deputy Director with information on achievement of results in the implementation of the UNFPA initiatives.

The Programme Coordinator will play a key role both at the national level and at the regional level as a substantive member of the programme team. At the national level, s/he will work closely with the acting Liaison Officer to promote the strategic goals of UNFPA and ensuring the integration of issues of population, sexual and reproductive health and rights, and gender in the broader development and humanitarian agenda, taking into account mega-trends such as climate change, demographic change (e.g. aging) and digitalization. At the sub-regional level, the role extends the country specific responsibilities through engagement in UNFPA technical and strategic areas as relevant, to strengthen technical coherence and forward looking programming in the Caribbean.

Scope of work/Main tasks and responsibilities, et al

The individual consultant will be engaged for a period of 6 months in 2026. In alignment with the objectives, the consultant will perform the following key tasks:

  • Technical guidance and hands on support for accelerated implementation of three donor funded projects: Enabling Belize Statistical System (EBSS) funded by Korea; Leaving No One Behind: Reduction of Adolescent Pregnancy funded by the Duchy of Luxembourg and the Republic of Ireland; and Adolescent Pregnancy Prevention (APP) Project funded by Global Affairs Canada, in accordance with project timelines and stipulations.
  • Supports the acting Liaison Officer to manage the annual work plans for Belize and monitor their day-to-day implementation through consultations, correspondence and field visits; this requires close guidance with the acting Liaison Office, and guidance by the Programme Coordination Team including the Deputy Director and the International Operations Manager;
  • Supports the acting Liaison Officer to ensure strong representation of UNFPA in external engagements such as UN interagency spaces to support UN Coordination and reform with focus on the development of the 2026 Country Implementation Plan and the MSDCF 2027-2031 as required.
  • Contributes to the development of the 8th Sub-regional Programme for the Caribbean, facilitating advocacy and stakeholder consultation in Belize and ensuring alignment with national priorities; Collaborates with focal points in the Sub-Regional Office as required.
  • Substantively contributes to resource mobilization and partnership building efforts in Belize in alignment with sub-regional efforts, including representing UNFPA at both UN and non-UN hosted events, meetings, and activities to foster
  • Ensures UNFPA’s communication and visibility in Belize among government, civil society, IFIs, and donor communities, working closely with the Communications consultant.
  • Within the areas of UNFPA areas of focus, contributes to technical assistance at the national and sub-regional levels in accordance with the technical expertise of the consultant and in close collaboration with the relevant technical focal points within SROC.
  • Prepares progress reports, memory aids, presentations and systematization of activities that allow a regular and permanent update of information to evaluate and report on programme and operations management, intermediate results, the impacts of the interventions, possible difficulties that affect progress, and robust recommendations.
  • Perform other job-related duties as assigned by the Deputy Director.

Qualifications:
The ideal candidate should meet the following requirements

EDUCATION:
  • Advanced university degree (Master's degree or equivalent) in Public Health, Medicine, Sociology, Demography, International Relations, International Development, Economics, Public Administration, Management or other related field.
KNOWLEDGE AND EXPERIENCE:
  • A minimum of five (5) years of progressively responsible experience in the field of developmental activities, preferably policy development, advocacy, resources mobilization, appraisal and management.
  • At least five years of experience in either the area of ASRH, youth programming or data will be an asset.
  • Experience in the United Nations System or a Government institution is considered an asset.
  • Proven ability to manage teams to achieve demonstrable results.
  • Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.
  • Familiarity and good knowledge of social, political and economic conditions in the country is an asset;
  • Experience in conducting, participating in and reporting on meetings;
  • Computer literacy
