Human Resources Officer 1

The Caribbean Community Secretariat (CARICOM) invites applications from suitably qualified nationals of Caribbean Community Member States and Associate Members to fill the position of Human Resource Officer I (Staff) within the Human Resource Management Sub-Programme, Office of the Deputy Secretary-General.

JOB SUMMARY

Reporting to the Senior Human Resource Officer I (Staff), the Human Resource Officer I supports the full range of Human Resource Management functions within the HRM Sub-Programme, with primary focus on Recruitment and Selection, Development and Retention of Talent, and Workforce Establishment. The incumbent also provides technical support in areas including Succession Planning, HRIS, Records and Research, and HRM Audits, and serves as the focal point for HR client service delivery to assigned internal clients.

KEY RESPONSIBILITIES

Recruitment & Selection
  • Execute end-to-end recruitment activities from vacancy assignment through to appointment approval, in accordance with established policies and procedures
  • Develop and maintain job advertisements, candidate pipelines, competency frameworks, and organisational organograms
  • Support shortlisting of applications; assist with interviews and prepare interview reports; administer ability tests and personality profiles
  • Prepare offer letters and employment contracts for selected candidates
  • Prepare standard and ad hoc HR metric reports
Succession Planning
  • Develop and maintain a database of competencies for critical jobs and a comprehensive list of candidates for successor roles
  • Match potential successors from the database — internal or external — to the competencies required for critical positions
  • Support the training, mentorship, and rotational assignments of potential appointees; monitor their development and progress
Learning & Development
  • Design, coordinate, and deliver in-house training to address standard training requirements; facilitate specialist sessions via external experts as needed
  • Evaluate external training programmes and advise on cost-benefit to the Secretariat
  • Prepare half-yearly and annual learning and development reports for submission to the Adviser, Human Resource Management
General
  • Conduct job analysis exercises to maintain accurate, up-to-date job descriptions
  • Lead special HRM projects including job evaluation and classification
  • Support HR communications and contribute to continuous improvement of HR service delivery
QUALIFICATIONS & EXPERIENCE
  • A Bachelor's Degree in Human Resource Management, Business Administration, Management Studies, or a related field, with certification or specialised training and good working knowledge in at least three (3) of the following areas: Talent Management; Employee Relations; Compensation & Benefits; Recruitment, Selection & Manpower Planning; Human Resource Information Systems (HRIS)
  • A minimum of five (5) years' HR working experience, two (2) of which must be at a senior level, gained in one or more of the following: a regional institution; public administration; a financial institution; or an international institution

  • Strong oral and written communication skills
  • Well-developed interpersonal skills including Emotional Intelligence, and the ability to exercise tact, diplomacy, and patience
  • Ability to identify issues, analyse situations, and implement effective solutions, including resolving workplace conflicts
  • Ability to work harmoniously as a member of a team
  • Demonstrated capacity to conduct research and apply analytical thinking to support informed decision-making
