The HSE Officer is a vital frontline position within the ABIL Group's Health, Safety, and Environment (HSE) Department, dedicated to ensuring a safe and compliant working environment at their assigned plant/division.

Key Responsibilities

I. Site Inspections & Hazard Management

  • Weekly Site Walkthroughs: Perform weekly site walkthroughs and produce detailed checklist reports to identify hazards.
  • Hazard Assessment: Monitor and assess hazardous and unsafe situations, developing measures to assure personnel safety.
  • Corrective Actions: Correct unsafe acts or conditions through the regular line of authority and may exercise emergency authority to prevent or stop unsafe acts when immediate action is required after consulting with HSE Manager.
  • Site Safety & Health Plan (SSHP): Ensure preparation and implementation of the Site Safety and Health Plan (SSHP).
  • Hazard-Free Environment: Inspect the site to ensure it is a hazard-free environment.
  • Tool & Equipment Verification: Verify that all tools and equipment are adequate and safe for use.

II. Incident Management & Investigation

  • Accident Investigations: Perform accident investigations with supervisors to determine causes.
  • Root Cause Analysis: Conduct root cause analysis with the management team for incidents.
  • Incident Reporting: Record and investigate incidents and near-misses to determine causes, handle worker's compensation claims, and report to concerned authorities as requested or mandated by regulations.
  • Accident Investigation: Investigate accidents that have occurred within incident areas.

III. Training & Culture Promotion

  • Toolbox Talks: Perform Toolbox talks with staff members once per week.
  • HSE Committee Duties: Fulfill duties as a member of the HSE Committee.
  • Safe Practices Promotion: Promote safe practices at the job site and enforce safety guidelines.
  • Training & Drills: Train and carry out drills and exercises on how to manage emergency situations.
  • OHS Training: Initiate and organize OHS training of employees and executives.
  • Safety Council: Act as part of the project safety council and lead efforts to enhance safety.

IV. Emergency Preparedness & Fire Safety

  • Fire Warden Meetings: Meet monthly with Fire Wardens and revise emergency response plans as needed.
  • Fire Suppression System Inspections: Perform weekly inspections of fire suppression systems and devices.
  • First Aid Kit Inspections: Perform monthly inspections of first aid kits and ensure they are properly stocked.

V. Compliance & Documentation

  • Legal Compliance Support: Support the development of OHS policies and programs, and review existing policies and measures to update according to legislation.
  • Risk Assessment: Conduct risk assessments and enforce preventative measures.
  • TTOSHA Compliance: Receive reports from and respond to orders issued by TTOSHA.
  • External Testing: Arrange for OSHA mandated testing and/or evaluations of the workplace by external agencies/consultants.
  • Job Hazard Analysis: Conduct job hazard analysis.
  • Safety Standards: Establish safety standards and policies as needed.
  • Injury Logs & Reports: Verify that injury logs and reports are completed and submitted to related government agencies.
  • PTW Monitoring: Carry out Permit-to-Work (PTW) monitoring and review.

VI. Collaboration & Communication

  • Situational Awareness: Maintain awareness of active and developing situations.
  • Planning Meetings: Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work-plan.
  • Incident Action Plan Review: Review the Incident Action Plan for safety implications.
  • Employee Concerns: Respond to employees’ safety concerns.
  • Hazardous Waste: Coordinate registration and removal of hazardous waste (in collaboration with EHS Specialist).
  • Agency Link: Serve as the link between state and local agencies and contractors (under HSE Manager/Coordinator guidance).
  • Subcontractor Safety: Review and approve all subcontractors' safety plans.
  • Personnel Oversight: Watch out for the safety of all workers and work to protect them from entering hazardous situations.
  • Unsafe Acts: Stop any unsafe acts or processes that seem dangerous or unhealthy.
  • Installations & Maintenance: Oversee installations, maintenance, disposal of substances etc.
  • Statistical Reporting: Prepare reports on occurrences and provide statistical information to upper management.

Qualifications

  • Education:
    • Diploma or bachelor’s degree in Occupational Safety and Health, Environmental Management, or a related field.
    • Relevant certifications (e.g., NEBOSH General Certificate, IOSH Managing Safely) are highly preferred.
  • Experience:
    • Minimum of 3-5 years of experience in an HSE role within a manufacturing or industrial environment.
    • Proven experience in conducting site inspections, incident investigations, and delivering safety training.
    • Familiarity with Trinidad and Tobago's Occupational Safety and Health Act (OSH Act 2004) and basic environmental regulations.
  • Skills & Competencies:
    • Strong Observational Skills: Ability to identify hazards and unsafe practices.
    • Communication: Excellent verbal and written communication skills for toolbox talks, reports, and incident discussions.
    • Problem-Solving: Ability to assist in identifying root causes and developing corrective actions.
    • Interpersonal Skills: Ability to build rapport with employees, supervisors, and contractors.
    • Attention to Detail: Meticulous in record-keeping and inspection documentation.
    • Emergency Response: Knowledge of basic emergency procedures and ability to participate in drills.
    • Computer Literacy: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
