Our client is seeking a strategic leader to drive governance, compliance and lead innovative solutions to transform the pension industry.

The Role

Reporting directly to the Head of Supervision, and ultimately to the Head of Entity, the Head of Pensions holds ultimate accountability for formulating and executing robust strategies to drive growth and optimise the regulation of the pension sector. This pivotal role commands oversight of pension funds and retirement schemes unwaveringly enforces regulatory compliance, and strategically fosters and strengthens relationships with stakeholders in the sector.  Key duties include:

  • Develop, review, and recommend policies and frameworks for effective pension sector regulation and growth.
  • Lead the supervision and regulation of pension funds, trustees, and administrators to ensure compliance with relevant laws, regulations, and guidelines.
  • Identify, assess, and monitor risks within the pensions sector, and implement strategies to mitigate potential threats to beneficiaries.
  • Engage with government agencies, pension industry participants, social partners, and the public to promote understanding and compliance with pension regulations.
  • Collaborate as required on investigations, enforcement actions, and remedial measures for non-compliance or breaches by regulated pension entities.
  • Ensures education and training for staff and industry participants.
  • Issue interpretative guidance, circulars, and advisories to clarify regulatory expectations and support pension industry compliance.
  • Represent the organisation in national and international pension forums, working groups, and technical committees.
  • Prepare and present reports, policy briefs, and recommendations to the Board and Executive Management.
  • Provide leadership and direction to a dynamic team, fostering a culture of excellence, professionalism, and continuous improvement within the organisation.
  • Monitor global trends and best practices in pension regulation and recommend reforms to enhance the pension sector.

Preferred Profile

  • Masters Degree or its equivalent Professional Certification in disciplines such as:  Actuarial Science, Accounting, Economics, Finance, or Law.
  • At least 8 years' work experience in a similar industry.
  • Strong knowledge of Jamaican pension regulations and industry best practices.
  • Proven leadership, people management and teambuilding skills.
  • Effective judgement, proactive action, and the ability to adjust to evolving needs.
  • Possess strong technical writing, presentation and a broad range of communicative skills.
