HEAD OF HR, CVM
Job Summary:
The Head of Human Resources and Administration leads the HR function end-to-end including strategic
and operational planning and day to day management of the people agenda. The role also provides
oversight for office administration including reception services, service providers and facilities
maintenance.

Supervisory Duties/Responsibilities:
• Undertakes the strategic and operational planning and budgeting for the HR, Office Administration and Facilities Management functions and manages day-to-day operations to meet targets.
• Establishes and continuously improves the company’s HR policies, practices, Employee Handbook and administrative/business processes in line with the growth strategy, the control environment and desired culture of CVM.
• Works collaboratively with the CEO and department heads to provide HR business partnering services to create and deliver a compelling talent and people engagement agenda and critical projects.
• Manages the workforce planning to ensure headcount, staff costs and other HR KPIs are in sync with the company plans.
• Leads the Recruitment, Hiring, Contracting and Employment policies and procedures to meet the business planning needs for capability and capacity of talent, including staffing for short term promotions.
• Manages compensation and benefits programmes (including life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance), and annual reviews in collaboration with the CEO and CFO.
• Builds the employment brand, Talent strategy and plans to attract the best talent to CVM - using approved consulting services where needed.
• Creates People programmes and a calendar of interventions to grow employee engagement towards making CVM a great place to work.
• Undertakes strategic HR projects, including conceptualizing plans, developing business cases, planning and executing within approved guidelines to meet stated goals and KPIs.
• Develops a fit-for-purpose HR dashboard to report and manage HR metrics in support of the business goals.
• Creates an annual training needs assessment and ensures talent development plans are made and executed as planned to keep building capabilities.
• Ensures staff communication plans are effective, engaging and inclusive and change management practices are best in class.
• Creates a people agenda for performance management cycles/process/forms and talent development, compensation reviews, engagement and other reviews for decision-making.
• Manages the industrial relations environment and employee relations caseload while mitigating risks and staying true to the Collective Agreements, the Labour code, Employment regulations and best practices.
• Actively participates in the procurement process and manages performance and contract terms of providers for office services.
• Supervises the Maintenance Officer and ensures checks and balances are in place for cost management.
• Provides inspirational leadership of the HR, Administration and Maintenance teams and ensures that the HR experience reflects the best practices.
• Undertakes any other assigned duties in fulfillment of the business agenda.
Performance Expectations - First 30, 90 days and 365 days Plan
1. Streamline employee contracts/renewals
2. Complete talent recruitment for key roles and on-boarding
3. Develop an HR policy manual – update and re-work key policies phased in priority order
4. Design and implement a compelling Employee Engagement plan to build the CVM team culture
5. Build the CVM employment brand
6. Works with the CEO and other department heads to design and deliver Year 1 Talent plans.
7. Proactively identifies priority HR issues and resolves them

Required Skills/Abilities:
• Strong management skills and highly organized
• Commercial mindset to link the HR agenda to business results
• Proficient in Microsoft Office applications and excel
• Strong written and verbal communication skills
• Excellent knowledge of Human Resource Management Practices and Principles
• Excellent knowledge of the Jamaican Labour Laws and related regulations
• Sound knowledge of Compensation and Benefits Administration
• Working knowledge of Performance Management Techniques and their application
• Working knowledge of HR Management Information Systems and other relevant software
Education and Experience:
• First degree in HR and/or Business Administration with an HR certification
• 5–8 years leading an HR function in a competitive business
• Experience in leading HR projects
• Experience in managing contracts for office services and facilities

• Standard Office environment
