The HSE Officer is responsible for monitoring, implementing, and maintaining the Group’s OHSMS across the group. This includes conducting inspections, assessing risks, training employees, supporting contractor safety, and ensuring compliance with all applicable legislation.

DUTIES & RESPONSIBILITIES:

  1. Plan and deliver safety education and awareness programmes to enhance safety consciousness across all levels of the organization.
  2. Conduct periodic inspections and audits at all company sites to ensure compliance with OSHA regulations and internal safety procedures.
  3. Maintain accurate and accessible safety records and documentation, retrievable from digital records.
  4. Facilitate safety orientation sessions for all employees and contractors before starting work on any site.
  5. Schedule and conduct monthly HSE meetings with supervisors, managers, and contractors; maintain meeting minutes.
  6. Implement and monitor safe systems of work and workplace procedures across departments and job sites.
  7. Ensure all departments maintain and apply current HSE policies and procedures in accordance with legal and ISO 45001 requirements.
  8. Provide support and guidance to other HSE Officers and field personnel.
  9. Design and deliver training programs that enhance knowledge of hazards, safe work practices, and compliance obligations.
  10. Conduct Toolbox Talks and job-specific safety meetings, ensuring registers of participation are maintained.
  11. Conduct project-specific inspections and verify compliance with safety standards on active worksites.
  12. Identify hazards and enforce controls, including the proper provision and use of PPE.
  13. Perform daily and weekly site visits to all business units and provide safety performance updates to the General Manager.
  14. Lead workplace accident and incident investigations to determine root causes and propose corrective/preventive actions.
  15. Oversee installation, maintenance, and disposal of hazardous materials or equipment in line with safe work procedures.
  16. Complete and submit thorough Accident/Incident Investigation Reports in a timely manner.
  17. Participate in emergency preparedness and response activities, including drills, evaluations, and scenario reviews.
  18. Develop and implement HSE policies and procedures for ongoing and upcoming projects.
  19. Support internal HSE audits and track corrective action implementation.
  20. Monitor OH&S risks and opportunities; contribute to setting and reviewing HSE objectives and targets.
  21. Compile and submit detailed monthly and quarterly HSE Management Reports for the group.
  22. Monitor and stay informed of changes in regulatory and industry-specific safety and environmental standards.
  23. Contribute to Management Reviews by presenting performance data, compliance trends, and improvement initiatives.
  24. Perform other related duties as required by the job function.

 

QUALIFICATIONS:

  • OSHA Certification; or
  • NEBOSH General Certificate; or
  • Diploma and/or Associate Degree in Occupational Health, Safety & Environment (HSE) or related discipline.

 

EXPERIENCE:

  • Minimum of two (2) years working experience in a similar or related role.
  • A combination of education and relevant experience may be considered, particularly for internal candidates.

 

 

KNOWLEDGE, SKILLS & ABILITIES:

  1. Strong working knowledge of OSHA Act 1 of 2004 (amended by Act 3 of 2006), ISO 45001:2018, and HSE regulations.
  2. Understanding of potentially hazardous materials, confined space entry, and lock-out/tag-out procedures.
  3. Experience preparing safety documentation including incident reports, training records, and SOPs.
  4. Ability to analyze safety data and identify trends to improve HSE performance.
  5. Competent in MS Office (Word, Excel, PowerPoint); experience with HSE management software is a plus.
  6. Excellent organizational and documentation skills.
  7. Diligent, proactive, and capable of working independently or in teams.
  8. Excellent written and verbal communication skills with the ability to conduct presentations and training.

 

PHYSICAL REQUIREMENTS:

  • Frequent walking and physical inspections across plant facilities and elevated areas.
  • Climbing stairs/ladders and entering confined or restricted-access spaces.
  • Carrying safety equipment, documentation, or samples (within safe lifting limits).
  • Ability to lift/move heavy objects during field activities or emergency responses (as needed).

 

ENVIRONMENTAL CONDITIONS:

  • Exposure to:
    • Hazardous chemicals or substances
    • Confined spaces
    • High noise levels
    • Extreme heat or cold
    • Fumes, dust, and industrial by-products
  • Combination of field work and office work, including documentation, planning, and training.
  • Occasional work in high-risk zones such as elevated platforms, maintenance areas, or construction sites with appropriate PPE and controls.
