GEOGRAPHIC INFORMATION SYSTEMS (GIS) ANALYST

 

Job Summary

To support and develop the regulatory functions of the telecommunications authority by providing spatial analysis and data visualization related to spectrum management, infrastructure planning, and regulatory compliance. This role ensures the effective use of Geographic Information System (GIS) technology to facilitate data-driven decision making, improve service delivery, and enhance oversight of telecommunications and broadcasting services.

 

Key Duties and Responsibilities:                    

  1. Develop, maintain, and update geospatial databases, ensuring comprehensive records of telecommunications infrastructure and coverage areas.
  2. Collect and integrate data from various sources, including field surveys, satellite imagery, IoT devices, and service providers.
  3. Conduct rigorous quality assurance (QA) and control (QC) processes to maintain data integrity and reliability.
  4. Convert data formats to ensure compatibility with GIS tools and other regulatory platforms.
  5. Perform in-depth spatial analyses to evaluate network coverage, and infrastructure distribution.
  6. Analyse patterns and trends in regulatory compliance.
  7. Generate detailed maps, visualizations, and reports to support decision-making and policy formulation.
  8. Provide predictive modelling for future infrastructure needs based on population growth, service demands, and technological advancements.
  9. Assist in evaluating license applications by analysing proposed infrastructure locations and their compliance with regulatory requirements.
  10. Provide geospatial insights for drafting regulatory policies and guidelines.
  11. Monitor compliance with coverage and infrastructure deployment obligations using GIS-driven analysis.
  12. Develop and maintain customized GIS applications and dashboards for spectrum management, compliance monitoring, and reporting.
  13. Integrate GIS with enterprise systems, including databases, customer service platforms, and reporting tools.
  14. Create interactive web-based GIS applications for stakeholder use.
  15. Collaborate with internal teams, service providers, and government agencies to gather and share geospatial data.
  16. Prepare presentations, workshops, and training sessions to educate staff and stakeholders on GIS tools and their applications.
  17. Act as the primary point of contact for GIS-related inquiries and data requests.
  18. Research advancements in GIS technology and tools, including AI-driven spatial analysis and machine learning techniques.
  19. Explore opportunities to use remote sensing data, such as aerial photography and satellite imagery, for enhanced infrastructure monitoring.
  20. Recommend and implement innovative solutions to improve regulatory operations through geospatial technologies.
  21. Conduct field visits to collect and validate geospatial data related to telecommunications infrastructure.
  22. Use GPS devices, drones, and other tools to gather high-quality spatial data.
  23. Evaluate risks related to infrastructure placement, environmental impacts, and interference using GIS data.
  24. Support disaster preparedness and response planning by mapping critical telecommunications assets.
  25. Work with external consultants and other personnel as required to conduct and report on GIS development.
  26. Comply with the HSE policy & procedures of the Authority and cooperate with workplace health and safety measures and initiatives.
  27. Take reasonable care for own safety and the safety of others and report all accidents, injuries, near misses and hazards to Manager/Supervisor.
  28. Perform other related duties as required by job function.

 

 

Qualifications and Experience:

  1. Recognised bachelor’s degree in Geography, Geographic Information Systems, or a directly related field.
  2. Certification in GIS (e.g., ArcGIS).
  3. At least five (5) years’ GIS experience
  4. Proficiency in GIS software (e.g., ArcGIS) and data visualization tools.
  5. Experience with spatial analysis for infrastructure planning and coverage mapping.
