We are seeking a Finance & Admin Officer to coordinate finance, administration, and human resources for the Hurricane Melissa emergency response in Jamaica. This role will serve as CORE’s primary operations focal point, establishing and managing accountable finance and HR practices. The ideal candidate brings strong leadership abilities, experience in finance and administrative settings, demonstrated experience in emergencies, and excels in fast-paced environments requiring quick decisions and clear communication.
This role is based in St. Elizabeth Monday - Friday. Relocation costs not covered.
This role is grant-funded and provides full-time temporary employment through the end of June 2026.
Main Responsibilities
1. Finance, Administration & Human Resources
Establish and manage internal controls, administrative systems, and staffing structures to support rapid response startup and scale-up.
Lead recruitment, onboarding, contracting, and performance management of national staff, in coordination with Global People & Culture.
Set up and manage field offices, IT and communications systems, and administrative procedures in line with CORE policies.
Track expenditures and monitor response budgets to ensure alignment with program priorities and donor requirements.
Implement and maintain financial tracking tools to monitor burn rates, cost allocations, and budget variance.
Review and approve financial transactions to ensure compliance with CORE policies and grant agreements.
Prepare timely and accurate financial reports for field leadership, HQ, and donors to support transparency and accountability.
2. Finance Management & Controls
Manage day-to-day financial operations for the Jamaica response, ensuring compliance with organizational and IOM policies
Track project expenditures against approved budgets and flag variances or risks early
Maintain accurate financial records, including cash, bank transactions, and supporting documentation
Support monthly financial reporting, forecasting, and close-out processes
3. Payments, Procurement & Vendor Administration
Process vendor payments in a timely and compliant manner
Maintain vendor files, contracts, and payment documentation in coordination with Operations Office
Support local procurement processes by verifying pricing, documentation, and budget availability
Liaise with vendors, banks, and service providers to resolve payment or account issues
4. Compliance, Donor & Audit Support
Ensure financial documentation meets IOM and audit requirements for emergency and recovery funding
Prepare financial files for internal and external audits and respond to audit queries
Support IOM financial reporting with accurate expense tracking and documentation
Ensure adherence to anti-fraud, safeguarding, and internal control policies
5. Administrative & Office Operations
Oversee office administration, including filing systems, record retention, and asset documentation
Support HR administration tasks such as staff onboarding paperwork, timesheets, and leave tracking
Maintain petty cash systems and conduct regular cash counts and reconciliations
Coordinate with program and field teams to ensure smooth operational support
6. General Responsibilities
Promote a culture of safety, accountability, inclusivity, and continuous learning across field teams.
Perform other duties as assigned by the supervisor to support effective response operations
