Salary Range: $2,190,302 – 2,945,713 per annum
Job Summary
Under the supervision of the Senior Director, Corporate Services, the incumbent is responsible for the prudent maintenance of the property and assets of the Real Estate Authority of Jamaica (REAJ). The incumbent also supervises the provision of proper transport and ancillary services.
Key Responsibilities:
- Establishes and monitors a schedule of maintenance for the grounds, buildings, common areas and machinery.
- Monitors and supervises, where required, service personnel and contractors.
- Drives initiatives geared towards cost control and energy conservation.
- Responds promptly to complaints concerning maintenance or engineering problems and ensures timely resolution.
- Conducts daily inspection of the property to ensure that upkeep and maintenance activities are properly completed.
- Orders stores and distributes supplies for the office and for the proper maintenance of the buildings; ensures safe storage of all equipment and supplies.
- Oversees the establishment and maintenance of proper inventory records for furniture, fixtures, goods and other assets of the organization.
- Conducts fixed asset verification exercise including assessment of condition of assets and utilizes the information to determine the remaining usefulness of the items.
- Arranges for the disposal of unserviceable furniture and equipment in accordance with Government’s policy.
- In conjunction with the Manager, Human Resources, prepares and implements a disaster management plan.
- Supervises the maintenance of all electrical equipment, air conditioning systems, standby plant, plumbing systems and fixtures and fittings.
- Ensures that an effective telephone service is provided for the organization by monitoring the installation of equipment and repairs/maintenance to telephone lines.
- Assists with logistics for conferences, meetings, seminars and training exercises (Regional and International).
- Ensures the security of the property and buildings and the cleanliness of offices.
- Oversees the smooth operation of motor vehicle services and that all vehicles are duly registered, licensed, insured and up to date inspection certificates in place.
- Develops and implements a preventative maintenance schedule for all vehicles.
- Ensures compliance with Motor Vehicle Policy.
- Makes any necessary insurance claims for the buildings/motor vehicles and follows through to settlement.
- Visits proposed work sites to verify quotations as referred to the Procurement Committee.
- Supervises preparation of grounds for functions and liaises with the respective officers.
- Liaises with senior officers at the Ministry of Local Government and Works regarding advice to make necessary arrangements for major and more technical refurbishing and/or repair work.
- Provides and coordinates the office services function for the organization, including, ancillary and janitorial services.
- Certifies/Approves bills for office supplies, utilities and other services and submits to Finance and Accounts for payment.
Management/Administrative Responsibilities
- Prepares the Building Maintenance budgets for the REAJ.
- Prepares detailed annual budget of income/capital and recurrent expenditures in respect of all properties, assets and supplies.
- Prepares, in collaboration with the Finance and Accounts Branch, financial reports on facilities maintenance when required to the Senior Director Corporate Services.
Human Resource Responsibilities
- Manages the welfare and development of staff supervised through the Performance Appraisal System.
- Provides effective leadership to staff supervised through objective setting, delegating and communicating.
- Identifies training/development needs of staff supervised and makes recommendations as required.
- Provides guidance to staff supervised through coaching, mentoring and training, providing assistance and support as needed.
- Fosters teamwork, a harmonious working environment and promotes collaborative working across the team.
- Ensures that staff supervised is aware of and adheres to the policies, procedures and regulations which guide the operations of the unit.
- Ensures that staff supervised is provided with adequate and appropriate physical resources to enable them to undertake their duties efficiently and effectively.
- Recommends leave for staff supervised in keeping with established Human Resource policies and procedures.
- Recommends disciplinary action in keeping with the established Human Resource policies and procedures.
- Conducts monthly and other ad hoc staff meetings.
Required Competencies:

Minimum Education & Experience:
- Bachelor’s Degree in Property Management, Management Studies, Business Administration, Public Administration or equivalent.
- At least three (3) years’ experience in a similar position.
- Training/Experience in Inventory Management and/or Accounting.
OR
- Equivalent combination of qualifications and experience.
Working Conditions:
- May come in contact with dust from renovations.
- Required to visit REAJ's locations to conduct inspections and supervise maintenance activities and upgrades.
