JOB SUMMARY

The Executive Human Resource Manager will be a member of the PATT Executive Leadership Team, reporting to the General Manager/CEO PATT. The Executive Human Resource Manager provides Leadership and Management of the design, development, and implementation of the organisation’s People Strategy Plans with Objectives aligned to PATT’s business strategy.

KEY DUTIES AND RESPONSIBILITIES

  • Leads in the design, development and implementation of the PATT’s HR Strategy and Plans in alignment with the Organizations overall business strategy and objectives.
  • In consultation with the Executive Leadership Team, develops and facilitates implementation of the organization’s Manpower Plan to assure the PATT has access to the right capabilities and capacity to deliver its business strategies and plans.
  • Leads in the development and implementation of the PATT’s Talent Capture and Talent Management strategies and plans to meet its capability requirements for the short, medium and longer term in alignment with Business Plans.
  • Develops and maintains effective working relationships with third party employee representatives, and leads/manages PATT’s industrial relations processes.
  • Advise Departmental Heads on human resource and industrial relations matters.
  • Interprets and administers industrial agreements and conducts meetings and discussions to resolve disputes and grievances.
  • Consults with all levels of management and staff to provide effective HR support, including interpretation and communication of policies and procedures.
  • Develops and installs performance metrics for HR service delivery and lead and manage the Human Resources function to facilitate the continued improvement of the department.
  • Facilitate the implementation of the technology platform to enable the full automation of HR service delivery.
  • Assure the development, implementation and full functionality of an organization wide Performance Management System.
  • Facilitate the development and maintenance of employee welfare systems and programs for employees at all levels of the organization.
  • Make appropriate recommendations on Terms and Conditions of Service to the Chief Personnel Officer on behalf of employees of PATT’s three (3) Recognized Majority Unions i.e. The Seamen and Waterfront Workers Trade Union (SWWTU), the Estate Police Association (EPA) and the Senior Management Association (SMA).
  • Maintain strategic networking relationships with external stakeholders, representatives of government agencies, recruitment agencies, training agencies, other business interest groups and regulatory bodies, inclusive (but not limited to),  the Ministry of Works and Infrastructure, Ministry of Labour, Comptroller of Accounts, Ministry of Finance and the Office of the Chief Personnel Officer.

MINIMUM QUALIFICATIONS, EXPERIENCE AND TRAINING

  • A Masters Degree in Human Resources / Social Sciences, or an equivalent accreditation in a relevant discipline.
  • Ten (10) years HR related experience, with at least five (5) years at a Senior Management Level.
  • Extensive experience in Industrial Relations.
  • Ability to communicate effectively both orally and in writing, to prepare reports and make recommendations on matters within the Manager’s portfolio.
  • Ability to make decisions, exhibit sound and accurate judgement and make timely decisions.
  • Ability to delegate work assignments, set expectations and monitor delegated activities.
  • Experience in preparing proposals and presentations.
  • Strong organizational skills and ability to manage multiple priorities.
  • Proficiency in Microsoft Office Suite.
