This role will manage the procurement function by directing the planning, implementation, and execution of activities relating to procurement and contract management in compliance with the Public Procurement and Disposal of Public Property Act.

JOB OBJECTIVE: 

This role will manage the procurement function by directing the planning, implementation, and execution of activities relating to procurement and contract management in compliance with the Public Procurement and Disposal of Public Property Act, by ensuring that plans, policies, procedures and business relationships are developed and applied to align with the Company’s strategic vision and direction.

 

Duties and Responsibilities: 

 

General 

  • Ensures strong relationships with business stakeholders and be aligned with agreed upon department and business goals. 
  • Development and implementation of procurement strategies and plans. 
  • Function within the ambit of the Public Procurement and Disposal of Public Property Act of 2015. 
  • Contribute to the department’s business and operational planning activities. 
  • Supervise the Purchasing Department including schedule and workload management. 
  • Supervise the annual tender for pharmaceuticals and non-pharmaceuticals. 
  • Monitor stock levels on a regular basis to ensure adequate stock levels are maintained. 
  • Carry out frequent unit staff work reviews and prepare periodic performance appraisal reports as required. 
  • Oversee purchasing and contracts with suppliers. 
  • Manage suppliers’ performance and completion of supplier evaluation forms during supply of awards and at completion of contract fulfillment. 
  • Ensure adherence to suppliers’ contract. 
  • Assist in preparing Annual Procurement Plan. 
  • Involve stakeholders in determining and defining estimates of needs and other purchasing requirements. 
  • Manage expenditure for the department’s bought in goods and services to achieve budgetary objectives. 
  • Engage the supply market and encourage competition in all areas of expenditure. 
  • Identify and promote value added purchasing opportunities.
  • Evaluate, recommend, review and report on requests for off-tender purchases.           
  • Comply with Company procurement policies and ensure probity for all procurement activities. 
  • Build strong business relationships with suppliers to foster improved delivery of supplies. 
  • Develop and manage key supplier relationships. 
  • Develop and maintain monthly reports. 
  • Coordinate and communicate with other departments. 
  • Identify competency gaps and recommend training for procurement staff. 
  • Implement processes and systems to improve efficiency of the supply chain. 
  • Perform any other related duties.

 

 

Qualifications and Experience:

 

Minimum Requirements:

 

  • Bachelor of Science Degree in Management or any other related field. 
  • Advanced Diploma (CIPS) would be an asset. 
  • A minimum of five (5) years of progressively responsible experience in the areas of supply and logistics including at least three (3) years of experience in inventory management and warehouse procedures and practices. 
  • Any equivalent combination of qualifications and experience.

  • Considerable knowledge of purchasing inventor /supply management. 
  • A true focus on customer satisfaction. 
  • Ability to lead a multi-disciplinary team. 
  • Ability to be focused, strategic, results-driven and fair. 
  • Ability to streamline operations while identifying cost-out opportunities. 
  • Ability to plan, direct, coordinate and control complete functions or operations. 
  • Excellent interpersonal and communication skills. 
  • Full working knowledge of Microsoft Office software package.

  • Standards set in relation to the Department’s business plan, strategic objectives and budgets. 
  • NIPDEC’s policies and procedures. 
  • Established professional standards, industry best practice and statutory requirements.

  

Salary:                     

$16,228.00 per month
